Illinois Labor Relations Board State Panel met March 6.

I. Opening Of Meeting 11:00 A.M.— at 160 N. LaSalle Street, 4th Floor, Room S401, Chicago, IL
II. Present
John Hartnett, Chairman; Michael Coli, Member of the Board; Kathryn Zeledon Nelson, Member of the Board; John Samolis, Member of the Board; Kimberly F. Stevens, Executive Director; Helen J. Kim, General Counsel; Anna Hamburg-Gal, Associate General Counsel; and staff members. Pursuant to Section 7(a) of the Open Meetings Act, 5 ILCS 120/7(a), Board Member Keith Snyder, with the approval of a majority of the Board, participated via telephone conference call due to illness.
III. Approval Of Minutes Of Regular Meeting Held February 6, 2018
Chairman Hartnett called for approval of the minutes of the February 6, 2018 meeting. Member Coli moved to approve the minutes. Member Samolis seconded. The Board passed the motion unanimously, by a voice vote.
IV. Administrative Matters
Chairman Hartnett asked Executive Director Stevens to present the Executive Director’s reports. She presented the reports and summarized the highlights.
V. Review Of Proposed Written Decisions And Orders
1. Case No. S-UC-17-036
State of Illinois, Central Management Services/American Federation of State, County and Municipal Employees, Council 31
General Counsel Kim called the case. Member Nelson made a motion to approve the proposed written decision.
Member Samolis seconded the motion, and the Board passed it unanimously, by a voice vote.
2. Case No. S-CA-16-118
Int’l Brotherhood of Teamsters, Local 700/Village of Midlothian (Police Department)
General Counsel Kim called the case. Member Nelson made a motion to approve the proposed written decision.
Member Coli seconded the motion, and the Board passed it unanimously, by a voice vote.
VI. Board Actions
1. Case No. S-CA-16-132
Service Employees Int’l Union Healthcare Illinois & Indiana/State of Illinois, Central Management Services
General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Coli moved to hear oral arguments on this case at a further date. Member Samolis seconded the motion, and the Board passed it unanimously, by a voice vote.
2. Case No. S-CA-17-042
Raviel Winters/State of Illinois, Department of Central Management Services (CorrectionsStatesville Correctional Center)
General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Nelson moved to accept the Executive Director dismissal with a modification. Member Coli seconded the motion, and the Board passed it unanimously, by a voice vote.
VII. Executive Session
After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.
VIII. Public Comment
No members of the public sought to make comments.
IX. Adjournment
Chairman Hartnett called for a motion to adjourn. Member Nelson moved to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
