Illinois Labor Relations Board State Panel met April 10.

Here is the minutes provided by the Board:

I. Opening Of Meeting 11:00 A.M.— by video conference at 160 W. LaSalle Street, 7th Floor, Chicago, IL and 801 S. 7th Street, Room 5A, Springfield, IL

II. Present

John Hartnett, Chairman; Keith Snyder, Member of the Board; Kimberly Stevens, Executive Director; and staff members participated via video conference from the Board’s Springfield office. John Samolis, Member of the Board; Helen Kim, General Counsel; Anna Hamburg-Gal, Associate General Counsel; and staff members participated via video conference from the Chicago location. Chairman Hartnett welcomed newly appointed board member Christopher Glynn.

III. Approval Of Minutes Of Regular Meeting Held March 6, 2018

Chairman Hartnett called for approval of the minutes of the March 6, 2018 meeting. Member Samolis moved to approve the minutes. Member Snyder seconded. The Board passed the motion unanimously, by a voice vote.

IV. Review Of Proposed Written Decisions And Orders

1. Case No. S-CA-17-042

Raviel Winters/State of Illinois, Department of Central Management Services (Corrections Statesville Correctional Center)

General Counsel Kim called the case. Member Samolis made a motion to approve the proposed written decision.

Member Snyder seconded the motion, and the Board passed it unanimously, by a voice vote.

V. Board Actions

1. Case No. S-CA-18-030

Amy Cacioppo/State of Illinois, Department of Central Management Services (Corrections)

General Counsel Kim called the case, noted that Administrative Law Judge Matthew S. Nagy issued a Recommended Decision and Order with no exceptions filed and asked whether the Board wished to review the decision on its own motion. The Board declined to do so.

2. Case No. S-CA-17-037

Int’l Brotherhood of Electrical Employees, Local 193/City of Springfield

General Counsel Kim asked Administrative Law Judge Deena Sanceda to call and present the issues of the case to the Board. After discussion, Member Snyder moved to remand the Executive Director dismissal for further investigation.

Member Samolis seconded the motion, and the Board passed it unanimously, by a voice vote.

3. Case No. S-CA-18-073

Police Benevolent Labor Committee/Village of Glen Carbon (Police Department)

General Counsel Kim called and present the issues of the case to the Board. After discussion, Member Snyder moved to accept the Executive Director dismissal. Member Samolis seconded the motion, and the Board passed it unanimously, by a voice vote.

VI. Executive Session

After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.

VII. Public Comment

No members of the public sought to make comments.
