Chicago Metropolitan Agency for Planning Land Use and Housing Committee met March 5.

1.0 Call to Order/Introductions

Committee Chair Mark VanKerkhoff called the meeting to order at 9:07 a.m.

2.0 Agenda Overview and Changes

There were no changes.

3.0 New Committee Charge and 2019 Work Plan Discussion

CMAP staff kicked-off the discussion of the new proposed committee charge with a recap of ON TO 2050 Land Use and Housing recommendations (see here for a copy of the presentation). Following the recap, staff presented on recent changes CMAP has adopted to its committee structure and procedures to help facilitate a robust implementation of the ON TO 2050 plan. Staff also reviewed the findings of this recent process and presented terms of membership.

CMAP staff then led a breakout session with committee members to identify shared priorities for a new committee charge. Seven posters were posted around the room, each poster included one of the six proposed action items under the draft charter and an additional poster offered an opportunity for “new ideas.” Committee members had an opportunity to review each of the posters at their own pace and were given three dots to vote on their top three priorities.

The top three priorities that committee members voted for were as follows:

1. Help staff identify and understand regional needs, challenges, and solutions related to housing and land use. This work item received 14 votes.

2. Help coordinate and prioritize policy positions, program and advocacy between CMAP and other organizations. This work item received ten votes.

3. Exchange information on best practices and encourage their adoption. This work item received ten votes.

Next, committee members used live keypad polling to help define activities and areas of interest for 2019. Figure 1. demonstrates the results for the top three activities committee members would like to engage in for the 2019 calendar year. Approximately 24 percent of respondents identified LTA project presentations as their top choice, followed by CMAP policy presentations at 20 percent and working sessions at 19 percent.

4.0 Local Technical Assistance (LTA) Program

CMAP staff provided an overview of new projects being considered for technical assistance under the LTA and RTA’s Community Planning Programs. The Arlington Heights Livable Communities Plan and the Elevated Chicago TOD Planning and Capacity Building project were of particular interest to several committee members. Staff will identify opportunities to engage committee members in these projects at various points of the planning process.

5.0 Capacity Building Program

CMAP staff provided an update on the development of CMAP’s new capacity building program. Committee members engaged in a discussion of the region’s local training and capacity building needs. A committee member suggested the need for conversations around inclusive and affordable housing with planning commissioners. Offering trainings and resources around these topics could help bridge the gap between good policies and paradigms regarding affordable housing. Suggestions also included prioritizing educating elected officials around zoning to prevent a loss of knowledge that often happens with turnover in zoning boards.

6.0 Other Business

CMAP’s Future Leaders in Planning youth leadership program will be offered from July 15th to July 20th, 2019. FLIP is a free program where teens learn about the issues that shape the CMAP region and think of solutions with other students from Cook, DuPage, Kane, Kendall, Lake, McHenry, and Will counties. High school students from the CMAP region are eligible. Applications will be accepted online through May 20th, 2019.
