The bill, as it was introduced in the House by Rep. Luis Arroyo (D-3) on Feb. 14, "urges the President of the United States to abolish the federal Jones Act to allow Puerto Rico to receive relief supplies from foreign vessels in the instance that there is a shortage of US flagged ships," according to the General Assembly website.
