Q4 2018 Recap: Parolees in Cook County convicted of sex crimes

There were 12 offenders convicted of sex crimes released on parole in Cook County during the fourth quarter of 2018, according to Illinois Department of Corrections data obtained by the Chicago City Wire.

The data shows that all of the released offenders among the parolees were men. Of the parolees sentenced for sex crimes, one was a veteran, and the median age was 40. The youngest parolee was a 25-year-old man sentenced in 2016, and the oldest was a 57-year-old man sentenced in 2016.

The offender who had been incarcerated the longest was Frederick L. Winston. He was convicted in 2012 when he was 30 years old. He is now 37.

Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.

The following table shows how many offenders convicted of sex crimes were paroled during the fourth quarter of 2018 in each Illinois county.
