4.0 STP Project Selection Committee Update

At their July 18 meeting, the STP Project Selection Committee (PSC) approved release of the draft active program of projects for public comment through August 16, 2019 and requested additional public comment on the programming process, including consideration for developing a revised recommendation that would offer partial funding to projects that were not recommended because they could not be fully funded. The STP PSC will meet on September 5, 2019 to review the comments received and consider a final program.

5.0 Proposed Congestion Mitigation and Air Quality (CMAQ) Improvement Program and locally programmed Transportation Alternatives Program (TAP-L)

The proposed FFY 2020-2024 CMAQ program and FFY 2020-2022 TAP-L programs were released for a public comment period which closed on August 16, 2019. CMAP staff will present an overview of the proposed programs.

6.0 Transportation Programming Updates

6.1 Surface Transportation Program – Locally Programmed (STP-L) Expenditures

Staff will provide an update on Federal Fiscal Year 2019 STP-L expenditures.

6.2 IDOT Bureau of Local Roads Update

Current topics and updates from IDOT Local Roads will be shared.

7.0 Responding to the Growth of E-commerce

Over the next year, CMAP staff will be investigating the impacts of e-commerce on transportation, land use, fiscal condition, and the environment. Continued growth in e-commerce will impact warehousing and distribution centers, traditional retailers, as well as the transportation network. The region can benefit from e-commerce, but must also plan for its potential negative impacts. Staff will explain the purposes of this project and request feedback on priorities for research.

8.0 Local Demographic Change

Staff will review a recent CMAP Policy Update that highlights regional population growth trends. While the region's overall population has been declining in recent years, both growth and decline are occurring quite unevenly across the region. Some parts of the region are thriving while other communities are struggling to attract residents and investment. Understanding these local trends within the regional context is crucial to effective regional and local planning.
