1.0 Call to Order/Introductions
Committee Chair Mark VanKerkhoff called the meeting to order at 9:35 a.m.
2.0 Agenda Overview and Changes
There were no agenda changes.
3.0 Approval of Minutes: May 7, 2019
Committee member Sharon Gorrell requested a correction to remove her name from the list of “present” members to “absent” members. A motion to approve the minutes of the May 7, 2019 meeting, as corrected, was made, seconded, and carried.
4.0 Welcome New Members

5.0 Lincoln Highway Logistics Corridor Strategic Plan
Cook County staff presented on the development of the Strategic Plan and its ongoing implementation. The presentation provided an overview of key challenges hindering the development of several large sites in close proximity to high quality rail and road access in South Suburban Cook County. Overall, 21 sites were identified as fitting plan criteria.
Committee members commented favorably on the study. Committee members were curious about how the sites are being marketed; staff from Cook County indicated that those tasks are just beginning as a component of plan implementation and asked for feedback. Committee members also inquired about the current ownership structure of the sites and major impediments to redevelopment. Cook County staff reported that high tax rates are the largest deterrents from the sites being redeveloped.
6.0 2020 Census Presentation
In April 2020, the next decennial census will begin the national enumeration process. Representatives from the regional office of the U.S. Census Bureau provided information on resources and tools available for committee members to use to help gain a more accurate and higher count from communities of typically low response rates. Census staff mentioned there are several job opportunities provided by the 2020 Census and committee members were very interested in receiving more information. Committee member expressed concerns surrounding potential data breeches to which Census staff replied that breeches are unlikely and illegal, as well as the fact that there are no identifying information such as social security numbers collected. The Census staff also mentioned the goal of the census is not political but rather just to collect and deliver an accurate count of our 2020 population.

7.0 2020 Census Participation Program
Following the Census presentation, staff from the Metropolitan Mayors Caucus engaged Committee members in discussion of the Caucus’ work to establish a regional peer network to support local Complete Count committees. Committee members expressed strong support for methods to ensure a complete and accurate count while also stressing the local importance of federal dollars that are allocated based on Census population counts. Committee members also agreed that until August 2020, updates on the 2020 US Census should be a standing meeting agenda item.
8.0 Member Updates
Committee members had an opportunity to share member updates. Updates included communication between counties on recreational marijuana, and a call to action to reach out to congress regarding H.R.3167 (National Flood Insurance Program Reauthorization Act of 2019). Another committee member mentioned that DuPage County recently passed an innovative ordinance surrounding adult entertainment business licenses aimed at reducing sex trafficking
