Chair's Report

I. 19-4479 FY20 Budget Preparation

County Clerk and Recorder Byrd began by giving each Board member an updated copy of his budget request. He then went through each line that showed an increase from last year and explained that his budget was closer to the 2016 budget because that was also a Presidential election year. He emphasized that he has two elections next year and that is why many of his line items show an increase from last year. The committee reviewed his handout and thanked him for his time.

Coroner Kupferer began by explaining that he kept most of his line items flat, he increased the uniform line item because he would like to provide his deputy coroners with some sort of uniform or lab coat, he also put money in his miscellaneous line item because he needs a vehicle. He informed the committee that he gets about $4000 a year in "grant" funds from the state that is not to be used to off set the costs of operation even though that is what the county has been doing with the money. Hunter explained that the Board was told it could be used for operating costs, Kupferer believes it is his automation fund and should only be used by him for extra things he needs. The committee asked that the Accountant Shirley look into this.

The committee reviewed the County Board budget, the Office Services budget, the Building Maintenance budget and the Animal Control budget. The Acting County Administrator answered questions as she was able.

The committee discussed different options for how to proceed and decided to hold everything until the next meeting since several members had to leave early.
