Village of Cherry Valley Village Board of Trustees met Oct. 15.

PRESIDENT JIM E. CLAEYSSEN CALLED THE VILLAGE BOARD MEETING TO ORDER AT 7:00 PM AND LED THE PLEDGE OF ALLEGIANCE.
A roll call was taken by Village Clerk Kathy Trimble:

Also present: Attorney Jim Stevens, Treasurer Karen Melloch, Public Works Director Chuck Freeman and Village Clerk Kathy Trimble.
ADOPTION OF THE AGENDA:
President Claeyssen stated that there is a change to the Agenda:
• Deleting Item #2 under Finance – Village Board approval of placing the 1% Additional Sales Tax Referendum on the March 17, 2020 ballot for passage; this will be discussed at a later meeting. The remaining items will be renumbered.
Trustee Schroeder moved to approve the amended agenda. Trustee Fustin seconded. All “Aye;” none opposed. Motion carried by voice vote.
APPROVAL OF THE VILLAGE BOARD MINUTES:
Trustee Schroeder moved to approve the October 1, 2019 Village Board Minutes. Trustee O’Hara seconded. All “Aye;” none opposed. Motion carried by voice vote.
PUBLIC COMMENT:
Pat Stegemann, 113 East Street Cherry Valley, IL, passed out a handout regarding the Cherry Valley Fire Department Whistle relocation. Ms. Stegemann spoke to the Village Board about relocating the Cherry Valley Whistle to the Barns at Village Hall. The whistle was once located on the roof at the Cherry Valley Fire Department (Station 1 downtown) and it went off at Noon and 9:00PM daily since the late 1940’s but the Fire Department shut down operation of this device about 3 years ago. President Claeyssen stated that he rescued the siren from the Fire Department since it was going to be disposed of and it is stored for now in the loafing shed of the big barn at Village Hall. Ms. Stegemann stated that a petition was circulated around town and the consensus of the many village residents was to put the whistle back up and have it go off again at Noon and 9:00PM. President Claeyssen mentioned that the timer and the clock which operated the whistle would have to be updated and he is not sure if we (the village) can actually sound the whistle. More research would have to be done. Trustee Hollembeak would like to do everything possible to get it up and running. Trustee Fustin suggested that it can be placed by the 911 Memorial in Baumann Park. More discussion will occur at a future Committee of the Whole Meeting.
TREASURER’S REPORT:
KAREN MELLOCH. No Report.
PRESIDENT’S REPORT:
1. Proclamation: Breast Cancer Awareness Month. President Claeyssen read the Proclamation. Trustee Hollembeak moved to adopt the Proclamation proclaiming October 2019 as Breast Cancer Awareness Month in the Village of Cherry Valley. Trustee Belt seconded. All “Aye” none opposed. Motion carried by voice vote.
ATTORNEY’S REPORT: JIM STEVENS:
Attorney Stevens stated that he is working on various projects with President Claeyssen.
ENGINEER’S REPORT: DENNIS MCMULLEN, C.E.S.
President Claeyssen stated that the S. Ulster Street Drainage Project will be starting soon and notices have gone out to the residents.
EX-OFFICIO’S REPORTS:
JEFF FUSTIN – PLANNING AND ZONING COMMISSION:
Trustee Fustin stated that there will be a Planning and Zoning Commission Meeting on Wednesday, October 23, 2019 at 6:30PM to discuss two (2) driveway variances and changing the zoning on the old Cherry Valley Elementary School Site to Park.
DAVID SCHROEDER – RECREATION BOARD:
Trustee Schroeder stated that the Halloween Parade will take place on Saturday October 26 at 4:00PM at the tennis courts and end at Village Hall. Santa will arrive Sunday December 1 at the log cabin.
ORDINANCE REPORT BY TRUSTEE NANCY BELT:
1. Trustee Belt moved that the Village Board waive the rules for the first reading and consider this the second and final reading of “An Ordinance Amending Chapter 42 Offenses and Miscellaneous Provisions, Article VIII. Sale of Tobacco and Related Products of The Village of Cherry Valley Code of Ordinances” Trustee Hollembeak seconded. A roll call vote was taken:

FINANCE REPORT BY TRUSTEE JEFF O’HARA:

Trustee O’Hara moved that the Village Board approve the bills reviewed and approved by the Budget Director on October 15, 2019 and reviewed and approved by the village trustees present at the October 15, 2019 Village Board Meeting at a total cost of $350,759.92. Trustee Schroeder seconded. A roll call vote was taken:

2. PUBLIC WORKS REPORT BY TRUSTEE DAVID SCHROEDER:
1. Trustee Schroeder moved that the Village Board approve sending (1) Public Works Employee, Chris Roskopp, to the IAA (International Arborist Association) Conference in Tinley Park, Illinois on November 5 & 6, 2019. Cost for the seminar will be $265.00 from line item 5195 Public Works, Meal allowances are $100.00 from line item 5200 Public Works and the hotel costs are not to exceed $300.00 from line item 5200 Public Works. The total cost for this seminar is $665.00. Trustee Fustin seconded. A roll call vote was taken:

3. Trustee Schroeder moved that Village Board approve hiring Four Seasons to install the Holiday Lighting in the downtown area for the 2019-2020 Holiday Season at a cost of $9,950.00 from line item 5170 Building and Grounds. Trustee Belt seconded. A roll call vote was taken:

1. Trustee Hollembeak moved that the Village Board hire two (2) Snow Plow Drivers (Mr. Larry Gray and Mr. Karl Nolan) for the 2019-2020 Winter Season at an hourly wage of $20.00 per hour. Trustee Fustin seconded. A roll call vote was taken:
