Chairman Leon called the meeting to order. Chairman Leon welcomed the new Commissioners Paola Aguirre and Tiara Hughes and the new staff member Joyce Ramos.

1. Approval of the Minutes of Previous Meeting

Regular Meeting of October 3, 2019

Motioned by Smith, seconded by Dziekiewicz. Approved unanimously (5-0).

2. Report from Public Hearing and Final Landmark Recommendation

JOHN NUVEEN HOUSE WARD 45

A public hearing was held:

Time: 1:00 p.m.

Hearing Officer: Gabriel Ignacio Dziekiewicz

Maurice Cox joined the meeting.

Commissioner Dziekiewicz presented the Hearing Officer’s report. Kandalyn Hahn presented the staff report. Vote to adopt the final landmark recommendation to City Council for the John Nuveen House.

Motioned by Dziekiewicz, seconded by Smith. Approved unanimously (6-0).

3. Preliminary Landmark Recommendation

MT. PISGAH MISSIONARY BAPTIST CHURCH WARD 3

Maurice Cox left the meeting.

Dan Klaiber presented the report. Resolution to adopt the Preliminary Landmark

Recommendation for the Mt. Pisgah Missionary Baptist Church.

Motioned by Smith, seconded by Dziekiewicz. Approved unanimously (5-0).

4. Preliminary Landmark Recommendation

CHICAGO & NORTH WESTERN RAILWAY OFFICE BUILDING WARD 42

226 West Jackson Boulevard

Dan Klaiber presented the report. Resolution to adopt the Preliminary Landmark

Recommendation for the Chicago & North Western Railway Office Building.

Motioned by Dziekiewicz, seconded by Hughes. Approved unanimously (5-0).

5. Recommendation to City Council for Approval of Class L Property Tax Incentive

Dijana Cuvalo presented the report. Commissioner Leon asked that the owner meet with staff to see if there is a way to make installation of a cornice work financially for the project and report back at a future Commission meeting. Motion to approve the recommendation to City Council for the Class L Property Tax Incentive for the Chicago & North Western Railway Office Building.

6. Preliminary Decision on Permit Application for Demolition Pursuant to §2-120-740 through §2-120-825 of the Municipal Code

Emily Barton presented the staff’s recommendation that the Commission: (A)Find that, pursuant to Article III, Section G.1. of the Rules and Regulations of the Commission on Chicago Landmarks (the "Rules and Regulations"), that the significant historical or architectural features of the district are identified as all exterior elevations, including rooflines, of the buildings visible from the public rights-of-way; and (B) Preliminarily find that the subject building, a two-story, masonry worker’s cottage constructed in 1881 contributes to the character of the proposed Pilsen Historic District which includes examples of masonry cottages synonymous with the growing working-class neighborhood; and (C) Preliminarily find that the demolition of a contributing building or structure within a landmark district is a per se adverse effect on the significant historical and architectural features, pursuant to Article III, Section G.3.b., of the Rules and Regulations; and (D) Pursuant to Section 2-120-780 of the Landmarks Ordinance, preliminarily find that the demolition of the subject property will adversely affect and destroy significant historical and architectural features of the property and the district; and (E) Issue a preliminary decision disapproving the demolition application.

Dijana Cuvalo informed the Commission that a preliminary decision disapproving the demolition application would trigger a public hearing on the permit application in accordance with the provisions of the Chicago Landmarks Ordinance.

Motioned by Hughes, seconded by Aguirre. Approved unanimously (5-0).

7. Citywide Adopt-a-Landmark Fund 2019 Applications - Informational

Dan Klaiber presented the report. No vote was taken as it was informational only.

8. Permit Review Committee Reports

Commissioner Dziekiewicz presented the report from the Permit Review Committee meeting of October 3, 2019 (see attached).

9. Adjournment

There being no further business, the meeting was adjourned at 3:38 p.m.
