Illinois Labor Relations Board Local Panel met Nov. 14.

Here is the minutes provided by the board:

I. OPENING OF MEETING 1:00 P.M.—160 North LaSalle Street, S-401, Chicago, IL

II. PRESENT

Robert M. Gierut, Chairman of the Local Panel; Charles E. Anderson, Member of the Local Panel; Angela C. Thomas,

Member of the Local Panel; Kimberly F. Stevens, Executive Director; Helen J. Kim, General Counsel; Anna Hamburg-Gal, Associate General Counsel; and staff members.

III. APPROVAL OF MINUTES OF REGULAR MEETING HELD October 8, 2019

Chairman Gierut called for approval of the minutes of the October 8, 2019 meeting. Member Thomas moved to approve the minutes. Member Anderson seconded. The Board passed the motion unanimously, by a voice vote.

IV. REVIEW OF PROPOSED WRITTEN DECISIONS AND ORDERS

A. Case No. L-CA-18-049

Isis Collins and Chicago Transit Authority

General Counsel Kim called the case. Member Thomas made a motion to approve the proposed written decision. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote.

B. Case No. L-CB-19-038

Derek B. Webb and American Federation of State, County and Municipal Employees, Council 31 General Counsel Kim called the case. Member Anderson made a motion to approve the proposed written decision.

Member Thomas seconded the motion, and the Board passed it unanimously, by a voice vote.

V. BOARD ACTIONS

1. Case No. L-RC-18-024

American Federation of State, County and Municipal Employees, Council 31 and County of Cook, (Health and Hospital System)

General Counsel Kim called the case, noted that Administrative Law Judge Anna Hamburg-Gal issued a Recommended Decision and Order with no exceptions filed and asked whether the Board wished to review the decision on its own motion.

The Board declined to do so.

2. Case No. L-RC-18-033

American Federation of State, County and Municipal Employees, Council 31 and County of (Department of Revenue)

General Counsel Kim called the case, noted that Administrative Law Judge Donald W. Anderson issued a Recommended Decision and Order with no exceptions filed and asked whether the Board wished to review the decision on its own motion.

The Board declined to do so.

3. Case No. L-RC-19-017

American Federation of State, County and Municipal Employees, Council 31 and City of Chicago General Counsel Kim called the case, noted that Administrative Law Judge Anna Hamburg-Gal issued a Recommended

Decision and Order with no exceptions filed and asked whether the Board wished to review the decision on its own motion.

The Board declined to do so.

4. Case No. L-CA-19-110

Derek Webb and City of Chicago (Department of Police)

General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Anderson moved to grant a variance for the appeal and accept the Executive Director’s Dismissal. Member Thomas seconded the motion, and the Board passed it unanimously, by a voice vote.

VII. EXECUTIVE SESSION

After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.

VIII. PUBLIC COMMENT

No members of the public sought to make comments.

IX. ADJOURNMENT

Chairman Gierut called for a motion to adjourn. Member Thomas made a motion to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
