Village of Cherry Valley Village Board of Trustees met Jan. 21.

Here is the minutes provided by the board:

PRESIDENT JIM E. CLAEYSSEN CALLED THE VILLAGE BOARD MEETING TO ORDER AT 7:00 PM AND CUB SCOUT PACK 429 FROM THE CHERRY VALLEY ELEMENTARY SCHOOL LED THE PLEDGE OF ALLEGIANCE.

A roll call was taken by Deputy Village Clerk Heather Riley:

Also present: Attorney Jim Stevens, Public Works Director Chuck Freeman, Treasurer Maureen Gumowski, Police Chief Robert Swank, and Deputy Village Clerk Heather Riley.

ADOPTION OF THE AGENDA:

Trustee Hollembeak moved to adopt the agenda. Trustee Schroeder seconded. All “Aye;” none opposed. Motion carried by voice vote.

APPROVAL OF THE VILLAGE BOARD MINUTES:

Trustee Fustin moved to approve the December 17, 2019 Village Board Minutes. Trustee O’Hara seconded. All “Aye;” none opposed. Motion carried by voice vote.

PUBLIC COMMENT: No one signed up for Public Comment.

TREASURER’S REPORT:

1. Treasurer Gumowski stated that revenues in the General Fund of $345,000 were lower than expenditures of $399,000 by $54,000. Expenditures were mainly Salary & Benefits ($258,000), Legal Fees ($9,000), renewing the village’s contract with Retail Strategies ($25,000), Christmas decorations in the Downtown Area ($10,000), purchasing Road Salt ($20,000), Plow Blades & Parts ($8,000) and Farm Land Refund due to wet conditions ($23,000). Revenues of $68,000 were higher than expenditures of $59,000 in the Water Fund by $9,000. Expenditures were mainly Salary & Benefits ($28,000), Metering Pump ($2,000), the Perryville Road Emergency Water Main Repair ($10,000), Emergency Water Line Repair in Swanson Court ($7,000), Utilities ($5,000). In the Capital Improvements Fund, revenues of $171,000 were higher than expenditures of $19,000 by $152,000. Expenditures were mainly the South Ulster Street Drainage Project ($1,000), UPS for Traffic Signals @ Harrison/S. Mall/Charles Street ($18,000). Trustee Belt moved to have the December 2019 Treasurer’s Report placed on file with the minutes. Trustee O’Hara seconded. All “Aye;” none opposed. Motion carried by voice vote.

PRESIDENT’S REPORT:

1. Trustee Hollembeak moved that the Village Board approve Resolution 2020-01; an

Illinois Department of Transportation Resolution for Maintenance of Streets and Highways by Municipality under the Illinois Highway Code for the use of Motor Fuel Tax (MFT) Funds in the amount of $7,500.00. This is in regards to the Inter-Governmental Agreement between the Village of Cherry Valley and the Township of Cherry Valley for Road Support Services in 2020. Trustee O’Hara seconded. A roll call vote was taken:

Motion carried 5-0.

2. After some discussion, Trustee Hollembeak moved to ratify the appointment of Attorney James Stevens as the village’s Zoning Officer. Trustee Fustin seconded. All “Aye;” none opposed. Motion carried by voice vote.

3. President Claeyssen presented his nomination of Mr. James (Jim) Alsbury to fill the village trustee vacancy through April 30, 2021. Mr. Alsbury will be sworn in at the February 4, 2020 Village Board Meeting.

ATTORNEY’S REPORT: JIM STEVENS: No Report. 

ENGINEER’S REPORT: SHERI KOSMOS, C.E.S. - No Report.

EX-OFFICIO’S REPORTS:

JEFF FUSTIN – PLANNING AND ZONING COMMISSION:

Trustee Fustin stated that the January Planning & Zoning Meeting has been cancelled.

DAVID SCHROEDER – RECREATION BOARD:

Trustee Schroeder stated that (54) people attended Bounce Night. The Adult Fun Bowl Event will take place at Cherry Bowl on January 25, 2020 from 6:30 – 8:30PM. The cost is $10.50 per person.

ORDINANCE REPORT BY TRUSTEE NANCY BELT:

1. Trustee Belt moved that the Village Board consider this the second and final reading of “An Ordinance Granting A Variance Under Section 82-55 To Ordinance No. 2006-17 To Allow and Ratify the Construction of a Driveway 23 Feet in Width at The Western Property Line Pursuant to The Code of Ordinances for The Village of Cherry Valley, Illinois”. (7179 West Ridge Lane, Cherry Valley, Illinois). Trustee Hollembeak seconded. All “Aye;” none opposed. Motion carried by voice vote.

2. Trustee Belt moved that the Village Board pass and approve Ordinance 2020-01 “An Ordinance Granting A Variance Under Section 82-55 To Ordinance No. 2006-17 To Allow and Ratify the Construction of a Driveway 23 Feet in Width at The Western Property Line Pursuant to The Code of Ordinances for The Village of Cherry Valley, Illinois”. 3. Trustee Belt moved that the Village Board waive the rules and consider this the second and final reading of “An Ordinance Amending Chapter 42 Offenses and Miscellaneous Provisions, Article Vi. Nuisances of The Village of Cherry Valley Code of Ordinances”. Trustee Hollembeak seconded. A roll call vote was taken:

Motion carried 5-0.

4. Trustee Belt moved that the Village Board pass and approve Ordinance 2020-02 “An Ordinance Amending Chapter 42 Offenses and Miscellaneous Provisions, Article Vi. Nuisances of The Village of Cherry Valley Code of Ordinances”. Trustee O’Hara seconded. A roll call vote was taken:

Trustee BELT stated that ORDINANCE passes.

FINANCE REPORT BY TRUSTEE JEFF O’HARA:

1. Trustee O’Hara moved that the Village Board approve the bills reviewed and approved by the Budget Director on January 21, 2020 and reviewed and approved by the village trustees present at the January 21, 2020 Village Board Meeting at a total cost of $118,904.26. Trustee Belt seconded. A roll call vote was taken:

Motion carried 5-0.

2. Trustee O’Hara moved that the Village Board ratify the approval of Purchase Order #54322 regarding the reimbursement rent money paid to Mr. Aaron Ekberg, Capron IL 61012 for half of the 2019 Lease/Farm Rent because of unusable land conditions. This is from line item 5295A (Contingency) at a cost of $22,500.00. Trustee Schroeder seconded. A roll call vote was taken:

PLANNING AND DEVELOPMENT REPORT BY TRUSTEE DAVID SCHROEDER: No Report.

PERSONNEL REPORT BY TRUSTEE SALLY HOLLEMBEAK: No Report.

BOARD COMMENTS:

Trustee Fustin informed the Village Board that the Love Your River Committee is now inactive and they have donated their remaining funds of $247.00 to the Village of Cherry Valley for the maintenance of the Kiosk on the Kishwaukee River in Baumann Park.

Trustee Fustin moved to accept the donation from The Love Your River Committee in the amount of $247.00 to update the Kiosk in Baumann Park. Trustee Belt seconded. All “Aye;” none opposed. Motion carried by voice vote.

ADJOURNMENT: Trustee Hollembeak made a motion to adjourn the meeting; seconded by Trustee Belt. All “Aye”, none opposed. Meeting adjourned at 7:25 PM.
