Chicago Metropolitan Agency for Planning Citizens’ Advisory Committee met March 10.

3.0 CMAP Local Technical Assistance Program (LTA) / RTA Community Planning Program Staff will present the projects with highest potential to be selected from the applications received from the 2019 joint CMAP and RTA call for projects conducted from September 17 to October 18, 2019. Staff is seeking input from the Committee to assist in evaluating the applications

4.0 Regional Transportation Programming CMAP is responsible for strategically investing federal funds throughout the region on transportation projects that support the goals of ON TO 2050 and help the region meet performance targets. CMAP staff will give an overview of CMAP’s transportation funding programs and the project selection process.

5.0 Evaluating Inclusive Growth in Transportation Programming The regional transportation programs are designed to fund important regional projects that address regional performance measures and the goals of ON TO 2050. All transportation projects are evaluated on their support for regional priorities, including ON TO 2050’s inclusive growth principle. This past funding cycle, projects were evaluated based on the percent of travelers using a facility that are people of color below the poverty line. Projects can receive a maximum of 10 points for supporting the inclusive growth principle. CMAP staff will review the inclusive growth evaluation criteria and discuss the impact it had on project selection outcomes and supporting low income people of color.

6.0 Regional Climate Action Planning The Metropolitan Mayor’s Caucus (MMC), with assistance from CMAP, is developing a regional climate action plan compliant with the Global Covenant of Mayors for Climate and Energy (GCoM). MMC and CMAP staff will provide an overview of the project, including preliminary findings and potential next steps.

8.0 Public Comment This is an opportunity for comments from members of the audience. The amount of time available to speak will be at the chair’s discretion. It should be noted that the exact time for the public comment period will immediately follow the last item on the agenda.
