Chicago Metropolitan Agency for Planning Coordinating Committee met Jan. 8.

Here is the minutes provided by the committee:

Members Present: Matthew Brolley (CMAP Board), Richard Reinbold (CMAP Board), Rocco Zucchero (Transportation Committee), Sean Wiedel (Environmental Natural Resources Committee), Frank Beal-Chair (CMAP Board), Jason Keller (ED), Mike Montgomery (CMAP Board), and Stephanie Phifer (Staff Liaison)

3.0 Minutes- November 13, 2019

The minutes of the November 13, 2019, meeting were approved as presented.

4.0 CMAP Local Technical Assistance (LTA) Program / RTA Community Planning Program

The 2019 CMAP and RTA joint call for projects was conducted from September 17-October 18, 2019. Eighty-two (82) applications were received from seventy-one (71) different applicants. Staff presented the twenty-eight (28) applications that have the highest potential to be selected for the FY21 Project Group, and requested input from the committee as the evaluation continues. A question arose regarding alternative support projects, and staff explained that new categories of LTA services were created or rebranded to address what was once considered alternative support, and many of the potential projects are offering alternative types of assistance such as leadership development, civic coordination, and research and innovation.

A board member asked how applications are sourced. To which staff responded that quite a bit of outreach is conducted before and during the call for projects, with a focus on higher need communities. The call for projects was also highlighted during the ON TO 2050 symposium events. Additionally, the online application was shortened this year to make it easier to apply.

A board member asked a question regarding the City of Chicago and Chicago Department of Transportation’s livable streets guidebook and if that is helping to provide useful information for selection and project ideas. CMAP staff responded this is absolutely something that can be useful for not just Chicago but the entire region.

Board members and staff agreed they are interested in projects that can capitalize on the state capital budget funds.

CMAP staff asked for feedback on any proposed projects that were not listed in the selected group and should be reconsidered. It was mentioned by a board member that project app #40 regarding the South Suburban Truck Count would be helpful for long range planning when requesting funding. A board member asked whether the embedded staff planner program is separate from the Local Technical Assistance program, to which staff responded that, yes, the embedded staff planner program is separate from LTA because it is still in a pilot phase.

CMAP staff asked the board for their thoughts on the narrowed down project selection list as a whole. To which a board member asked if the selected projects are geographically diverse. CMAP staff responded that evaluating the potential projects based on geographic diversity is part of the next step in the process.

A board member asked if extra consideration is given to lower resourced communities and if that is a part of selection criteria. CMAP staff responded that yes that is a part of the evaluation, as is stakeholder capacity.

7.0 Other Business

This will be Rocco Zucchero’s last meeting as a member of the Coordinating Committee, to which he gave thanks to his fellow members.
