Lake County Board of Review met Jan. 14.

Here is the minutes provided by the board:

1. Call to Order - Chairman Fleming called the meeting into order at 12:32 P.M.

Board Attendees: Chairman Fleming, Member Helm and Member Monie Staff Attendees: Glueckert and Crawford

2. Approval of Minutes

Regular Session: December 04, 2019

The Board of Review members reviewed the minutes from their December 04, 2019 meeting. Member Helm motioned to approve. Member Monie seconded the motion. The Board members approved the minutes as presented 3-0.

3. Public Comment - None

5. New Business

Member Monie recommends a Smartfile enhancement to eliminate the free form section under reason of Matter of Law and Other. In the future Appellants and or Attorneys would be required to upload their supporting documentation and evidence in this category.

5.1 Matters of Appeal Acceptance or Dismissal

In the Matter of Avon Township PIN 06-20-400-005 – Appellant: Alpine Club, Attorney: William Seitz

The Board of Review members reviewed the request to re-schedule the already heard case on December 26, 2019. The request was rejected by unanimous vote of the members 3-0.

In the Matter of Zion Township PIN 04-20-204-008 – Appellant: Lyle Arnst The Board of Review members reviewed the Smartfile Appeal submission details. The request to allow the submission was accepted by unanimous vote of the members 3-0.

In the Matter of Vernon Township PIN’s 15-12-403-015 & 15-30-402-065 – Appellant: Mary Grabowski & Donald Grabowski Jr.

The Board of Review members reviewed the Smartfile Appeal submission details. The request to allow the submission was accepted by unanimous vote of the members 3-0.

In the Matter of Vernon Township PIN 15-08-220-027 – Appellant: Karl Borcher

The Board of Review members reviewed the Smartfile Appeal submission details. The request to allow the submission was rejected by unanimous vote of the members 3-0.

In the Matter of Libertyville Township PIN 11-08-403-058 – Appellants: Danielle Brenn & Jonathan Crosoli Attorney: Michael Goldberg

The Board of review members reviewed the Attorney’s request to submit an appeal. The assessments by law are published in the newspaper. Failure to receive a mailed assessment notice is not sufficient cause for missing a filing deadline. The request to allow the submission was rejected by unanimous vote of the members 3-0.

In the Matter of Grant Township PIN 05-09-302-024 & 05-09-302-022 – Appellant: Charles Buckles

The Board of Review members reviewed the request to submit an appeal post the filing deadline. The request was rejected by unanimous vote 3-0.

In the Matter of Libertyville Township PIN’s 11-32-100-033 thru 036 Appellant: JEH LTD Partnership Attorney: Molly Phelan

The Board of Review members reviewed the Smartfile Appeal submission details. The request to allow the missing parcel 11-32-100-035 to be included with the original case # 191900354 was approved by unanimous vote 3-0.

In the Matter of Fremont Township Pin’s 10-24-107-001 & 10-36-201-018 Appellant: Gregory Whipple Attorney: Christopher Ditton.

The request to allow the appeal submission to the correct parcel 10-24-107-001 was accepted by a vote 2-1.

In the Matter of Waukegan Township PIN 08-33-328-001 -Appellant: City of North Chicago Attorney: Adam Simon

The Board of Review members reviewed the details of the appeal details of this Commercial Stip Mall which stratifies both Waukegan and Shields Townships. Most of the parcel’s value lies within Shields Township in which the Township submitted a Board Request to reduce the valuation based upon the purchase price. The request to allow the appeal submission for the parcel interest in Waukegan Township was accepted by unanimous vote 3-0.

In the Matter of Moraine Township PIN 16-23-111-010 – Appellant: Rosa Taitler Trustee Attorney: Andreas Mamalakis

The Board of Review members reviewed the details of the Smarfile Appeal submission. The request to allow the appraisal evidence to be added to the case was accepted by unanimous vote 3-0.

In the Matter of Vernon Township Pin 15-01-403-038 – Appellant: Kathleen & John Reisenberg

The Board of Review members reviewed the details of Smartfile Appeal. The request that the Appellant be granted a re-scheduled hearing date to allow the Appraisal evidence to be uploaded appropriately was accepted by unanimous vote 3-0.

6. Adjournment

Member Monie motioned to adjourn, seconded by Member Helm. The motion carried unanimously 3-0. The meeting adjourned at 1:06 P.M.
