Please find my report since the last County Board meeting on December 10, 2019. I am honored to serve you as Chair of the Lake County Board and I look forward to working with you and continuing our efforts on bipartisan policies and legislative matters.
CENSUS 2020
Yesterday I attended Lake County’s Census Committee meeting with Members Kyle and Martini, and there was great representation of the local Complete Count Committees from across the county. Deb Waszak gave an excellent presentation on the work that North Chicago has been doing, and they’ve offered great assistance to other municipalities. We are fortunate to have the leadership of David McDowell from United Way, who has been a wealth of information and resources for local complete county committees. The Census has requested that they be included in any upcoming meetings you may have, as they are in dire need of Census Takers. Reach out to christine.a.polek@2020census.gov if you can help.
ETHYLENE OXIDE (EtO)
On Sunday I attended the StopEtO meeting at Warren Newport Public Library with Members Barr, Carlson, Hewitt, and Maine. The UIC researcher, Dr. Susan Buchanan, gave an overview of the results of the survey of 93 self-selected volunteers who live in Lake County, but mainly around Medline and Vantage, to measure the amount of hemoglobin EtO adducts in their blood. Lake County Health Department Executive Director Mark Pfister was also in attendance, and he joined the presenters at the front of the room to take questions and inform the public on what LCHD has done, and is doing, regarding this serious issue. Please note that the LCHD, in collaboration with the Village of Gurnee and the City of Waukegan, continue to facilitate and perform air quality monitoring; provides the air sampling data to ATSDR so that they can perform a risk assessment; and ensures that the agencies that have regulatory authority are working to reduce EtO emissions in Lake County. Mark and Larry Mackey have spent countless hours researching and working on this issue and Mark demonstrated great subject matter knowledge by clearly responding to and successfully answering a myriad of EtO questions that our residents asked at the meeting. CMAP MPO REPORT
Federal Funding – Representatives from DuPage, Kane, and Lake discussed the current timeframes for the state to process federal transportation funding agreements. Statewide IDOT said engineering and construction agreements are taking 6-8 months, but we all have local examples of agreement processing taking 12+ months. These agreement delays in turn cause delays to the start of engineering and construction. IDOT and FHWA committed to reviewing their processes and working with stakeholders to improve the turnaround timeframes. Most counties and municipalities utilize federal funding to help pay for large infrastructure projects, and improving the project delivery timeframes will be a public benefit.
South Cook Transit - Cook County is looking to reduce the fares for the Metra Electric Line to around $2 per trip to be more in line with local CTA fares and, as a result, increase Metra ridership. The Cook County DOT presented an update to the plan, including data suggesting the fare change would generate around 80,000 new Metra riders. Cook County also stated they plan to cover any Metra revenue decreases that result from the fare decrease if ridership is lower than expected. Lake County, and our RTA and Metra board members, will continue to monitor and understand impacts and opportunities for this potential regional model.
WELLNESS TRIAGE
If you are interested in participating in any of the workgroups regarding a Wellness Triage, please contact Donna Jo Maki. Participants meet to discuss the Target Population, Pathways (moving people to and from a Center), Programming, Data, and others. Behavioral health providers, law enforcement, and members of the judicial system have been collaborating on what’s needed to deliver services to the high risk-high need population that often end up homeless, our emergency rooms, and/or the jail.

Cannabis Legalization
Recreational use of cannabis (commonly known as marijuana) became legal in Illinois on January 1, 2020. Recreational use and possession of cannabis is only legal for adults ages 21 and older.
Tetrahydrocannabinol (THC), the psychoactive component in marijuana, impacts normal brain function and development, even in adults. The THC component of today’s marijuana is three times what it was 25 years ago.
Like tobacco, smoking marijuana can harm your lungs.
Over-consumption of marijuana can result in negative, harmful side effects including hallucinations and paranoia.
Driving under the influence of marijuana is illegal and can increase your risk of getting into an accident.
Cannabis use can also lead to addiction. Research suggests that the earlier in life you begin using it, the greater the risk for addiction.
There is no safe amount of cannabis while pregnant or breastfeeding, regardless of how you consume it. THC can be transferred to your baby through your placenta or breast milk. The Health Department’s website includes information on health and safety tips and what Illinois residents need to know about the Cannabis Regulation & Tax Act.

Flu Activity High in the United States
According to the Centers for Disease Control and Prevention (CDC), influenza activity is high in the United States. Influenza B virus is the predominant strain, followed by Influenza A (H1N1).
This flu season, nine Lake county residents have been admitted to the intensive care unit for flu illness and its complications, of which five were over the age of 65. There have also been two confirmed outbreaks at long-term care facilities.
It is not too late to get vaccinated. The flu vaccine is still available from many providers and retail locations throughout Lake County. Contact your doctor or visit www.vaccinefinder.org to search for locations where flu vaccinations are given then call ahead to check on availability.
Protect yourself and others from illness by remembering to Clean, Cover and Contain: Clean your hands regularly with soap and water or hand sanitizer.
Use a tissue or your arm to cover coughs and sneezes.
Contain your illness by staying home and resting.
January is National Radon Action Month
Radon gas is the leading cause of lung cancer among nonsmokers, claiming the lives of approximately 21,000 Americans each year.
Radon is a naturally occurring gas with no odor or color. It can seep into your home through cracks or other holes in your home’s foundation.
Nearly 1 out of every 15 homes in the U.S. is estimated to have elevated radon levels. Lake County residents should test the radon levels in their home during the winter months, when indoor radon levels are at their highest.
Testing for radon is easy, inexpensive, and the only way to know if your family is at risk of radon exposure.
The Health Department offers short-term testing kits for $10.00, available at 500 W. Winchester Rd., Libertyville, or for $13 by mail. The cost includes return postage, laboratory analysis and interpretation by Health Department staff. Test kits are also available from area hardware and building supply stores.

January is Cervical Health Awareness Month
The human papillomavirus (HPV) is a very common infection that spreads through sexual activity and can cause cervical cancer.
More than 79 million Americans are living with HPV. Every year, approximately 19,400 women and 12,100 men are affected by cancers caused by HPV.
The HPV vaccine can prevent HPV, and cervical cancer can be prevented with regular screening tests and follow-up care.
The Health Department’s Need2Know Lake County program offers visual exams for HPV. For more information or to schedule an appointment, call (847) 377-8450. Limited walk-ins are available.
Free cervical cancer screenings are offered to eligible Lake County women through the Illinois Breast and Cervical Cancer Program (IBCCP). For more information, call (847) 377-8430.
Ethylene Oxide Update
The Health Department, in partnership with the Village of Gurnee and City of Waukegan, continues to address concerns of ethylene oxide (EtO) emissions from Medline Industries in Waukegan and Vantage Specialty Chemicals in Gurnee.
Initial results from the second phase of outdoor air monitoring are posted to the Health Department’s website, www.lakecountyil.gov/eto. Additional results are being posted as they are received.
The second phase of monitoring began October 26, 2019 and will end in February. Samples are being collected every third day from 12 locations. The Illinois Environmental Protection Agency (IEPA) is funding the monitoring.

4th Annual Engineering Internship & Job Fair Sees Largest Crowd of College Students Yet
The Lake County Workforce Ecosystem, led by Lake County Partners, the College of Lake County and Lake County Workforce Development, hosted the 4th annual Lake County Engineering Internship and Job Fair at the College of Lake County on January 3rd. More than 250 engineering students from schools across the Midwest and beyond—the largest attendance in the fair’s history—connected with 20 top employers in Lake County, including Hydraforce, Flexan, Gewalt Hamilton and Vantage Specialty Chemical. Companies choose to participate in the fair because it gives them easy access to local talent from renowned engineering programs at schools such as Purdue, University of Illinois, Milwaukee School of Engineering, University of Wisconsin, Iowa State, University of Minnesota and others, all while students are home from college over winter break. Illinois’ STEM Workforce is Flourishing
The Illinois Science and Technology Coalition’s newest Talent Index report is filled with good news for the state and Lake County. Illinois’ STEM (short for Science, Technology, Engineering and Math) workforce is among the largest in the nation and growing, and the state’s workforce retention is strong. In 2018, 8,380 new STEM jobs were added, reflecting a 5-year trend in which STEM jobs grew 2.7% annually, outpacing national growth. Lake County continues to be a hotbed for STEM talent, exceeding the state average for the share all of jobs in the industry.
MBX Systems Invests in Libertyville Location
MBX Systems, a provider of custom computing hardware manufacturing and related software and technology services, recently completed construction of a new 34,000 sq. ft. addition on its existing 84,000 sq. ft. building in Libertyville and signed into a long-term lease to keep its headquarters in Lake County. The company has been a tenant at the property since 2012, and taps into the services offered through the Lake County Workforce Ecosystem—including the Lake County Engineering Internship and Career Fair held earlier this month. The company is a shining example of positive corporate culture in Lake County, offering a community garden, sports leagues, paid volunteer days, in-office yoga and weekly fresh fruit deliveries to attract and retain talent.
