Chairman Rose called the meeting of the Housing and Community Development Commission (HCDC) to order at 3:35 p.m.

A motion was made by Commissioner Venturi, seconded by Commissioner McKinney, to approve the November 13, 2019 minutes. The motion carried by the following vote:

Discussion: Revised Update to Lake County Analysis of Impediments to Fair Housing Choice (2020)

Presented by Jodi Gingiss, County Development Administrator

A PowerPoint presentation was shown, first detailing the seven impediments that had been addressed since the publication of the 2014 Analysis of Impediments (AI), plus the two impediments that had recently been tackled. The remaining impediments inform the four goals, and their areas of need, chosen for the 2020 – 2024 Consolidated Plan (ConPlan).

The Chicago Metropolitan Agency for Planning’s “On to 2050” plan was also discussed as it pertained to the goals chosen for the ConPlan.

Public Hearing: 2019 Update to Lake County Analysis of Impediments to Fair Housing

Choice & Consolidated Plan (2020-24).

Chairman Rose requested a motion to open the Public Hearing.

Prior to voting to determine the runoff between Zion Mayor McKinney, Volo Village President Henley and Lake Villa Township Supervisor Venturi, Village President Henley withdrew his name from the running for one of the Elected Officials’ seats. Therefore, the two remaining nominees, Mayor McKinney and Supervisor Venturi, were approved as members for the Elected Officials’ positions for the Executive Committee.
