Discussion of Path to Net Zero Emissions.
· During previous meetings, the Committee discussed the importance of the County achieving net zero emissions in its operations and directed the sustainability team to research options for achieving this goal.
· At the May 2019 meeting, the sustainability team presented a preliminary analysis outlining how net zero emissions can be achieved in Lake County government operations. The sustainability team followed up with the Committee in November 2019 with additional information on the path to net zero emissions, which also included a clarification on goals and strategies, and looked for direction from the Committee on next steps.
· At the direction of the Committee, the sustainability team is returning in order to provide more specific details on rationale, goals, milestones, and reporting requirements of the draft Net Zero Policy.

Discussion of Clean Air Policies.
· In June 2019, staff presented the Committee with a high-level overview of the status of landscape waste burning regulations in Lake County. At this same meeting, staff receive direction to conduct an analysis of the implementation of yard waste
burning restrictions, scenarios for yard waste hauling services, begin documenting complaints of burning, and to conduct a GIS analysis of population and property characteristics of potentially affected properties.
· In December 2019, staff provided an in-depth overview of their research efforts
based on the Committee’s direction. This analysis included an overview of the health concerns surrounding open burning, possible landscape waste hauling options for unincorporated residents, a detailed spatial analysis of potentially affected properties, and enforcement processes and considerations.
· Since that time, staff has conducted further research based on the Committee’s direction and will present their findings for discussion and direction.
