Resolution approving the Lake County CARES Act Plan and authorizing an emergency appropriation of $75,000,000 of Coronavirus Aid, Relief, and Economic Security (CARES) Act Funds to be distributed across approved CARES Act categories to support Lake County residents, communities, taxing districts, businesses, and county-wide services in direct response to the COVID-19 Public Health Emergency.

· The CARES Act was passed by Congress and signed into law on March 27, 2020. On April 23, 2020, Lake County received $121,539,986.20.

· Funds are required to be used for expenses that: (1) are necessary due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID- 19); (2) were not accounted for in Lake County’s approved Fiscal Year 2020 budget; and (3) were incurred during the period March 1, 2020 to December 30, 2020.

· On Thursday, July 9, 2020, the Financial and Administrative Committee reviewed the CARES Act funding plan with needs-based CAERS Act categories as well as the proposed budget allocations.

· An emergency appropriation of $75,000,000 (in addition to the $30,000,000 already appropriated) is recommended by staff to be distributed in the following CARES Act categories: (1) Resident Support and Assistance, (2) Business and Economic Assistance, (3) Public Health Support and Assistance, (4) Municipal and Local Essential Services, (5) County-wide Essential Services, (6) Personal Protective Equipment (PPE) Stockpile and Distribution. The remaining funds are unallocated contingency / reserve.

· County purchasing requirements will be followed for program execution and consultant guidance will be requested where necessary to ensure compliance.

· Authority to spend appropriated funds within CARES Act categories and execute any and all agreements with partners related to the allocation and distribution of CARES Act funds is delegated to the County Administrator or their designee(s). · The CARES Act budget allocations may be amended with line item transfers between CARES Act categories as approved by the County Board.
