Village of Cherry Valley Committee of the Whole met July 13.

Village President Jim E. Claeyssen called the Committee of the Whole Meeting to order at 7:00 PM.

Roll call was taken by Deputy Village Clerk Heather Riley:

Also present: Public Works Director Chuck Freeman, Sheri Kosmos C.E.S, Village Treasurer Maureen Gumowski, Attorney Jim Stevens, Attorney Roxanne Sosnowski, Chief Robert Swank and Deputy Village Clerk Heather Riley.

ADOPT THE AGENDA:

Trustee Schroeder moved to adopt the agenda. Trustee Hollembeak seconded. All “AYE;” None opposed. Motion carried by voice vote.

APPROVE THE COMMITTEE OF THE WHOLE MINUTES – June 22, 2020

Trustee Schroeder moved to approve the June 22, 2020 Committee of the Whole Meeting Minutes. Trustee Belt seconded. All “Aye;” None opposed. Motion carried by voice vote.

PUBLIC COMMENT: None.

ORDINANCE –CHAIRMAN TRUSTEE NANCY BELT.

CHAIRMAN’S REPORT: None.

NEW BUSINESS:

PUBLIC WORKS –CHAIRMAN TRUSTEE JIM ALSBURY.

ENGINEER’S REPORT:

1. Village Engineer Sheri Kosmos reported that:

• Waiting to get the documents for the Clayton Street Drainage Project back from Stenstrom. C.E.S will work with Stenstrom to get a schedule for when Clayton Street will begin.

• IDOT has the contracts for the Swanson Park Bike Path and will sign and return them on Wednesday July 15th. They are anticipating that the contractor will be beginning work next week on the path project.

• Newburg Village, Valley Woods, and Hoffman Court field work is underway for the

ADA Compliant Sidewalk Project. Sheri is hoping to get this out for bid by early September.

UNFINISHED BUSINESS: None.

NEW BUSINESS:

1. Trustee Alsbury moved to send to the Village Board approval of the Construction Engineering Agreement with C.E.S. INC. for the Clayton Drainage and Overlay Project at a cost of $7,000.00 from line item 5095 Capital Improvements. Trustee Hollembeak seconded. All “Aye;” None opposed. Motion carried by voice vote.

2. Trustee Alsbury moved to send to the Village Board for approval of the Construction Engineering Agreement with C.E.S. INC. for the Swanson Park Path Improvements Project at a cost of $10,000.00 from line item 5095 Building & Grounds. Trustee O’Hara seconded. All “Aye;” None opposed. Motion carried by voice vote.

DIRECTOR’S REPORT:

1. Project Updates:

• City wide paint striping has been completed.

• Exterior repairs to the Post Office Building has been completed.

• Lawrence Street Fence and Restoration Project has been completed.

• 104 Enders Street water service project has been completed.

• Waterman break in the South Hampton Subdivision, under the creek, was repaired.

• New street lights on South Cherry Street have been installed.

• Roof repairs and power-washing of the Old Village Hall has been completed.

CHAIRMAN’S REPORT: No Report.

EX-OFFICIO’S RECREATION BOARD REPORT: No Report.

PUBLIC SAFETY – CHAIRMAN TRUSTEE JEFF FUSTIN. UNFINISHED BUSINESS: None.

NEW BUSINESS: CHIEF’S REPORT:

FINANCE – CHAIRMAN TRUSTEE JEFF O’HARA.

UNFINISHED BUSINESS: None.

NEW BUSINESS:

1. Work Calendar for July:

a. Review Current Budget (Quarterly Update) Will Begin after August 3, 2020.

b. Review and Place Audit Report on File – Auditors will be here on August 3, 2020 and the Audit Report will be placed on file.

c. Review Health Insurance Plan(S) – Village President stated that the Village will be in contact with Michele Kimes so she can start gathering information for the Village.

CHAIRMAN’S REPORT: None.

ADMINISTRATION REPORT:

• Treasurer Maureen Gumowski submitted the monthly Administration Report.

• The new water meter readers have been programmed and installed and are working correctly.

• The annual Financial Report for the village has been printed in the Rock River Times.

• The first tax rebate for Bell Valley Commons has been paid and copies sent to all committee members.

PLANNING AND DEVELOPMENT –CHAIRMAN TRUSTEE DAVID SCHROEDER

UNFINISHED BUSINESS: None. NEW BUSINESS:

PERSONNEL COMPENSATION & BENEFITS – CHAIRMAN TRUSTEE SALLY HOLLEMBEAK. UNFINISHED BUSINESS: None.

NEW BUSINESS:

1. Trustee Sally Hollembeak stated that the Village has to have in place before the next election (180 days before) if they want to change the compensation for the Village President and Trustees. Trustee Hollembeak asked that everyone think about this and be ready for discussion at the next Committee of the Whole Meeting.

2. The Monthly Health Insurance Report is placed on file. If you have any questions, please reach out to Village Treasurer Maureen Gumowski.

ADJOURNMENT: Trustee Hollembeak moved that the meeting be adjourned at 7:18 PM. Trustee Belt seconded. All “Aye;” None opposed. Motion carried by voice vote.
