The Village Board Of Trustees Of Cherry Valley, Illinois, Winnebago And Boone Counties, Convened On The 1st Day Of September 2020.
President Jim E. Claeyssen Called The Village Board Meeting To Order At 7:00 Pm And Led The Pledge Of Allegiance.
A roll call was taken by Village Clerk Kathy Trimble:

Also present: Attorney Jim Stevens, Interim Police Chief Roy Bethge and Village Clerk Kathy Trimble.
ADOPTION OF THE AGENDA:
Trustee Hollembeak moved to adopt the agenda with the following changes:
• The Public Safety Report will be presented before the Ordinance Report.
• The Personnel Report motion will read: approve the hiring of 2 new Patrol Officers for the Cherry Valley Police Department to fill vacancies instead of hiring only 1 Patrol Officer. Trustee O’Hara seconded. All “Aye;” none opposed. Motion carried by voice vote.
APPROVAL OF THE VILLAGE BOARD MINUTES:
Trustee Schroeder moved to approve the August 18, 2020 Village Board Meeting Minutes. Trustee Hollembeak seconded. All “Aye;” none opposed. Motion carried by voice vote.
PUBLIC COMMENT: No one has signed up for Public Comment. TREASURER’S REPORT: No Report.
PRESIDENT’S REPORT:
1. Proclamation: US Constitution Week. President Claeyssen read the Proclamation. Mrs. Nancy Bloomstrand of the Daughters of the American Revolution was unable to attend tonight but we will mail her the copy of the Resolution.
2. Trustee Hollembeak moved that the Village Board approve Resolution 2020-12; A Resolution of The Village of Cherry Valley, Illinois Amending Section 7-3 Compensatory Time/Overtime in The Personnel Policies Manual. Trustee Schroeder seconded. A roll call vote was taken:

(A Brotherhood Aimed Toward Education), to be held on September 1, 2020. Trustee O’Hara seconded. A roll call vote was taken:

ATTORNEY’S REPORT: JIM STEVENS:
Attorney Stevens stated that he is working on various projects for the village. ENGINEER’S REPORT: SHERI KOSMOS, C.E.S. - No Report.
JEFF FUSTIN – PLANNING AND ZONING COMMISSION:
Trustee Fustin stated that there is a Planning and Zoning Commission Meeting in September at 6:30PM to discuss a fence variance and a possible sign pole variance. The date is to be determined. Everyone is welcome to attend.
DAVID SCHROEDER – RECREATION BOARD:
Trustee Schroeder stated that there is a Recreation Board Meeting tomorrow September 2nd at 7:00PM to discuss Fall Fishing, the Street Dance and Halloween. Everyone is welcome to attend.
PUBLIC SAFETY REPORT BY TRUSTEE: JEFF FUSTIN.
1. Trustee Fustin moved that the Village Board approve the rate of $26.00 per hour as the new rate of pay for part-time patrol officers for the Village of Cherry Valley. Trustee Schroeder seconded. A roll call vote was taken:

Trustee Schroeder moved that the Village Board waive the rules and consider this the second and final reading of “An Ordinance granting a Variance under Section 82-55 of the Code of Ordinances for the Village of Cherry Valley, Illinois to Section 82-7(f)(2) to allow Fencing to Extend Beyond the Rear of The House Towards the Front of the House to Enclose the Current Deck on the Eastern Side of the House for the property commonly known as 210 Grove Street, Cherry Valley, Illinois.” Trustee Hollembeak seconded. All “Aye;” none opposed. Motion carried by voice vote.

FINANCE REPORT BY TRUSTEE JEFF O’HARA:
1. Trustee O’Hara moved that the Village Board approve the Annual Financial Report for the Fiscal Year that ended April 30, 2020 as prepared and presented by Lauterbach & Amen, LLP on August 18, 2020. Trustee Fustin seconded. A roll call vote was taken:

Trustee Alsbury moved that the Village Board approve the agreement with Stenstrom Construction Group, Rockford, IL, who was the lowest submitted proposal, for Curb and Gutter repairs in the Old Orchard Subdivision at a cost of $12,312.00 from line item 5390 Streets (Street Drainage Improvements). Trustee O’Hara seconded. Trustee Fustin asked if these repairs have to be made because of damage done by contractors. President Claeyssen stated that the damage is due to natural erosion and the curbs are deteriorating from age. A roll call vote was taken:

Trustee Hollembeak moved that the Village Board approve the hiring of 2 new Patrol Officers (to fill vacancies within the Cherry Valley Police Department) with a starting salary of $54,157.00 pending approval of all pre-employment requirements with a possible start date of September 14, 2020. Trustee Fustin seconded. A roll call vote was taken:
