Village of Cherry Valley Committee of the Whole met Sept. 28.

Here is the minutes provided by the committee:

Village President Jim E. Claeyssen called the Committee of the Whole Meeting to order at 7:00 PM. Roll call was taken by Deputy Village Clerk Heather Riley:

Also present: Public Works Director Chuck Freeman, Sheri Kosmos C.E.S, Village Treasurer Maureen Gumowski, Attorney Jim Stevens, Chief Roy Bethge, Attorney Roxanne Sosnowski, and Deputy Village Clerk Heather Riley.

ADOPT THE AGENDA:

Village President Claeyssen stated that the Order of Business will be changed moving the Planning and Development Report as the first order of business under Trustee Reports followed by Personnel Compensation and Benefits since, we have representatives here to speak on behalf of those items.

Trustee Schroeder moved to adopt the agenda. Trustee Hollembeak seconded. All “Aye;” None opposed. Motion carried by voice vote.

APPROVAL OF THE COMMITTEE OF THE WHOLE MINUTES FROM SEPTEMBER 14, 2020 – HELD OVER AT THIS TIME FOR APPROVAL AT THE OCTOBER 12, 2020 MEETING.

PUBLIC COMMENT: Mr. Carlos Angeles, owner of the property commonly known as 6581 Isle Drive, Cherry Valley Illinois stated that they are having a pool put in and a fence is required for all pools. Mr. Angeles also stated that he would be matching his fence up to his neighbors so that it would look uniformed. This matter is on tonight’s agenda.

PLANNING AND DEVELOPMENT –CHAIRMAN TRUSTEE DAVID SCHROEDER

UNFINISHED BUSINESS: None.

NEW BUSINESS:

1. After some discussion, Trustee Schroeder moved to send to the Village Board an Ordinance granting a variance, under the village’s Code of Ordinances, Section 82-55 of the Code of Ordinances to Section 82-7 (f)(2) to allow the construction of a fence beyond the rear of the house for the property commonly known as 6581 Deer Isle Drive, Cherry Valley, Illinois and to consider this a second and final reading. Trustee Hollembeak seconded. All “Aye;” None opposed. Motion carried by voice vote.

2. Trustee Schroeder moved to send to the Village Board an Ordinance granting a variance, under the village’s Code of Ordinances, Section 82-55 of the Code of Ordinances to Section 6-41 (b)(7) to allow a third pole sign, in the location located on the site plan on file with the Village of Chery Valley for the property commonly known as 2408 Perryville Road, Rockford, Illinois with certain restrictions as discussed at the village’s Planning & Zoning Commission Meeting on September 23, 2020 and to consider this a second and final reading. Trustee Fustin seconded. All “Aye;” None opposed. Motion carried by voice vote.

PERSONNEL COMPENSATION & BENEFITS – CHAIRMAN TRUSTEE SALLY HOLLEMBEAK. 

UNFINISHED BUSINESS: None.

NEW BUSINESS:

1. Trustee Hollembeak moved to send to the Village Board for approval to allow employee participation in a self-funded plan through Liberty National Life Insurance Company and authorization for the Village President Jim Claeyssen to execute the Plan Adoption Agreement, pending village attorney approval. Trustee Schroeder seconded. All “Aye;” None opposed. Motion carried by voice vote.

2. Trustee Hollembeak moved to send to the Village Board for approval to hire Mr. Tom Derken as a part time Patrol Officer for the Village of Cherry Valley with a start date of October 12, 2020, with a starting salary of $26.00 per hour. Trustee Schroeder seconded. All “Aye;” None opposed. Motion carried by voice vote.

3. Trustee Hollembeak moved to send to the Village Board to approve Public Works Director Chuck Freeman to advertise for Maintenance Worker 1 position(s) for the village’s Public Works Department. Trustee Schroeder seconded. All “Aye;” None opposed. Motion carried by voice vote.

ORDINANCE –VILLAGE PRESIDENT CLAEYSSEN FOR CHAIRMAN TRUSTEE NANCY BELT. UNFINISHED BUSINESS: None.

NEW BUSINESS:

1. After some discussion, Village President Claeyssen moved to send to the Village Board for a first reading of an Ordinance addressing Temporary Signs within the Village of Cherry Valley. Trustee Fustin seconded. All “Aye;” None opposed. Motion carried by voice vote.

PUBLIC WORKS –CHAIRMAN TRUSTEE JIM ALSBURY.

ENGINEER’S REPORT:

1. Village Engineer Sheri Kosmos reported that:

• Clayton St Drainage & Overlay – Paving complete, Electrical is waiting for ComEd to energize, Pump delivered and installation will happen this week weather permitting, restoration proceeding.

• Bell School Road Drainage Repairs – Bids opened.

• Sidewalk Improvements (Newburg Village/Valley Woods/Hoffman) – Bids opened. • Doc’s Pond – Project out for bid, Bid opening October 2, 2020.

• CherryVale North Streets – Field work to be scheduled, design over Fall/Winter for bid early Spring of 2021.

UNFINISHED BUSINESS: None.

NEW BUSINESS:

1. Trustee Alsbury moved to send to the Village Board for approval to award the bid for the ADA Sidewalks to Stenstrom at a cost of $37993.00 from line item 5390 Capital Improvements. Trustee Fustin seconded. All “Aye;” None opposed. Motion carried by voice vote.

2. Trustee Alsbury moved to send to the Village Board for approval to award the bid for the South Bell School Road Drainage Repairs to Stenstrom at a cost of $45,988.00 from line item 5390 Capital Improvements. Trustee Hollembeak seconded. All “Aye;” None opposed. Motion carried by voice vote.

DIRECTOR’S REPORT:

• Guardrail at Blackhawk Rd repaired.

• 212 E. State St remediation work is ongoing.

CHAIRMAN’S REPORT: No Report.

EX-OFFICIO’S RECREATION BOARD REPORT: The next Recreation Board Meeting will be October 7, 2020 at 7:00 PM. All are welcome.

1. Trustee Fustin moved to send to the Village Board for approval of the IDOT Traffic Safety Grant. Trustee Hollembeak seconded. All “Aye;” None opposed. Motion carried by voice vote.

CHIEF’S REPORT:

1. Update from Chief Bethge:

• An employee tested positive for COVID-19.

• There have been many qualified candidates for the lateral hire position.

FINANCE – CHAIRMAN TRUSTEE JEFF O’HARA.

UNFINISHED BUSINESS: None.

NEW BUSINESS:

1. Trustee O’Hara moved to send to the Village Board to approve the Audit Proposal for Fiscal Years ending April 20, 2021 thru April 30, 2024 (4 years) from Lauterbach & Amen, LLP for a total cost of $45,350.00. Trustee Schroeder seconded. All “Aye;” None opposed. Motion carried by voice vote.

CHAIRMAN’S REPORT: None.

ADMINISTRATION REPORT: None.

EXECUTIVE SESSION:
