Village of Cherry Valley Committee of the Whole met Sept. 14.

Here is the minutes provided by the committee:

Trustee David Schroeder called the Committee of the Whole Meeting to order at 7:00 PM. Roll call was taken by Village Clerk Kathy Trimble:

Also present: Public Works Director Chuck Freeman, Village Treasurer Maureen Gumowski, Attorney Jim Stevens, Interim Chief Roy Bethge, and Village Clerk Kathy Trimble.

ADOPT THE AGENDA:

Trustee Hollembeak moved to adopt the agenda. Trustee O’Hara seconded. All “Aye;” None opposed. Motion carried by voice vote.

APPROVE THE COMMITTEE OF THE WHOLE MINUTES – August 24, 2020

Trustee Fustin moved to approve the August 24, 2020 Committee of the Whole Meeting Minutes. Trustee Belt seconded. All “Aye;” None opposed. Motion carried by voice vote.

PUBLIC COMMENT: No one has signed up for Public Comment.

ORDINANCE –CHAIRMAN TRUSTEE NANCY BELT.

CHAIRMAN’S REPORT:

UNFINISHED BUSINESS:

• The committee continued the discussion regarding portable toilets in a residential district. Attorney Stevens had researched this issue and found an Ordinance from the city of Westport. Attorney Stevens stated that this Ordinance allows residents to have a portable toilet only in emergency situations, during construction and with a waiver. Trustee Belt polled the Trustees as to whether or not they would not allow a portable toilet in a residential area or should it be added to our Code of Ordinances allowing them but requiring a permit. Several Trustees were not in favor of allowing portable toilets in residential areas but possibly under special circumstances like a family reunion. One Trustee was in favor of allowing them. Trustee Belt asked Attorney Stevens to draft an Ordinance for discussion at the September 22, 2020 Village Board Meeting.

PUBLIC WORKS –CHAIRMAN TRUSTEE JIM ALSBURY.

ENGINEER’S REPORT:

1. Village Engineer Sheri Kosmos submitted a report to be placed on file:

• Clayton Street Drainage and Overlay Paving is complete, the Electrical and pump installation is delayed due to weather.

• Bell School Road Drainage Repairs project is out for bid with a bid opening on September 28, 2020.

• East Village Water Main Loop – NO UPDATE - Awaiting granting of easements from property owners prior to scheduling field work.

• Sidewalk Improvements – Newburg Village/ Valley Woods/ Hoffman project is out for bid with a bid opening on September 28, 2020.

• Doc’s Pond Repairs project is out for bid with a bid opening on October 2, 2020. 

• CV North Streets field work to be scheduled in next couple of weeks with design over Fall/Winter for bid early spring.

UNFINISHED BUSINESS: None.

NEW BUSINESS:

1. Trustee Alsbury asked the Trustees about whether or not we move forward with Holiday Lights in the Village this year. The consensus of the Trustees was to move forward with holiday lighting this season. Public Works Director Chuck Freeman has already received a proposal from the same company that has put up our lights and stored them for the last several years. Trustee Hollembeak asked Public works Director Freeman to see about getting a second proposal.

DIRECTOR’S REPORT:

• Driveway approaches in the Old Orchard Subdivision have been completed. • Flagpoles at the 911 Memorial have been installed and lighting is scheduled to be completed soon.

CHAIRMAN’S REPORT: No Report.

EX-OFFICIO’S RECREATION BOARD REPORT:

The next Recreation Board Meeting will be October 7, 2020 at 7:00PM at the Public Works Garage to discuss Halloween. Everyone is welcome to attend.

PUBLIC SAFETY – CHAIRMAN TRUSTEE JEFF FUSTIN.

UNFINISHED BUSINESS: None.

NEW BUSINESS:

1. Trustee Fustin moved to send to the Village Board approval of the Recruit Academy Training for Patrol Officer Morgan Macias at a cost of $6,020.00 from line item 5195P. Trustee Belt seconded. All “Aye;” None opposed. Motion carried by voice vote.

CHIEF’S REPORT:

• We have 2 Patrol Officer openings in the Police Department and 1 Administrative Assistant Opening and we are currently taking applications. We have received 32 applications for the Administrative Assistant positions, phone interviews have started. We have received 9 applications for the Lateral Police Program with 1 pre background process started and 1 background process started on a part-time officer.

• The Village was just awarded a IDOT and National Highway Traffic Safety Administration Grant in the amount of $17,45.93 for specialized seat belt, traffic and speed enforcement.

• By agreement with the Collective Bargaining Unit, 19 CherryVale Mall Shifts for October have been turned over to the Winnebago County Sheriff’s Department, to give our officers a break.

• We are honored to welcome Officer Morgan Macias tonight to our team as our new Patrol Officer.

ADMINISTRATION REPORT:

• Treasurer Maureen Gumowski presented the August 2020 Administration Report, it will be placed on file with the minutes.

PLANNING AND DEVELOPMENT –CHAIRMAN TRUSTEE DAVID SCHROEDER

UNFINISHED BUSINESS: None.

NEW BUSINESS:

1. Trustee Schroeder moved that the Committee of the Whole approve the Special Event Permit Request from Kegel Harley Davidsons for Bike Night on September 18, 2020 for Mending Hearts Rescue. Trustee Hollembeak seconded. All “Aye;” None opposed. Motion carried by voice vote.

PERSONNEL COMPENSATION & BENEFITS – CHAIRMAN TRUSTEE SALLY HOLLEMBEAK. UNFINISHED BUSINESS: None.

NEW BUSINESS:

• Treasurer Maureen Gumowski presented the monthly Health Insurance update and it will be placed on file with the minutes.

Village Clerk Kathy Trimble administered the Oath of Office to Ms. Morgan Macias for the position of Full-Time Patrol Officer for the Village of Cherry Valley, Illinois.

ADJOURNMENT: Trustee Hollembeak made a motion to adjourn the meeting; seconded by Trustee Belt. All “Aye”, none opposed. Meeting adjourned at 7:30 PM.
