City of Wheaton City Council met Nov. 2.

Here is the minutes provided by the council:

1. Call to Order and Roll Call

The regular Wheaton City Council Meeting was called to order at 7:00 p.m. by Mayor Philip J. Suess. Upon roll call, the following were:

2. Presentations

Mayor Suess presided over the swearing in of police officers Ryan Cusak, Mario Fearon, Jr. and Denis Doherty following remarks by Police Chief Murphy.

Mayor Suess read a proclamation in appreciation of School Board members, school administrators and teachers. Mr. Brad Paulsen, President of the District 200 School Board thanked the Mayor and City Council for the proclamation. He feels the district is doing a good job in following safety protocols and expressed his appreciation to the City for its support in following the guidelines established by the Governor.

3. Citizens to be Heard

None.

4. Consent Agenda

Councilwoman Robbins moved and Councilman Barbier seconded that the following action be taken on the Consent Agenda items:

1. Approve the minutes of the October 19, 2020 regular Wheaton City Council meeting as submitted.

2. Adopt Resolution R-2020-99, A Resolution Approving the Final Plat of Subdivision for Harwarden Crossing.

3. Adopt Resolution R-2020-100, A Resolution for Construction on State Highway.

5. Approve Appointments/Reappointment to City Boards and Commissions Mayor Suess moved and Councilman Rutledge seconded that Danial Nielsen and Robert Van Valzah be appointed to the Bicycle Advisory Commission and Laurie Swanson Oberhelman be reappointed to the Fine & Cultural Arts Commission, all for three-year terms.

6. Receive Planning & Zoning Board Report Re: ZA #20-09/Rezoning and Subdivision/1011 Delles Road/Martellotto

Councilwoman Bray-Parker moved and Councilman Rutledge seconded that the Planning & Zoning Board Report Re: ZA #20-09/Rezoning and Subdivision/1011 Delles Road/Martellotto, be received.

Pass Ordinance No. O-2020-35, An Ordinance Amending the Wheaton Zoning Ordinance Map for a Certain Parcel of Property Commonly Known as 1011 Delles Road

Councilwoman Fitch moved and Councilman Rutledge seconded that Ordinance No. O-2020-35, An Ordinance Amending the Wheaton Zoning Ordinance Map for a Certain Parcel of Property Commonly Known as 1011 Delles Road – Matellotto, be passed.

City Manager Dzugan advised the Planning & Zoning Board unanimously recommended approval of a request to rezone and subdivide the property located at 1011 Delles Road at their meeting on October 13, 2020. He stated the proposed ordinance would approve the proposed rezoning and subdivision of the property located at 1011 Delles Road and contains a condition requiring a 5-foot drainage easement along the shared property line.

Mr. Scott Pointner, attorney representing applicant, stated the property consists of two lots that have been treated as one lot over the years.

In response to Councilwoman Bray-Parker’s question regarding drainage issues, Director Tebrugge stated the subdivision will go through an engineering review on the grading and will review as-built information from the developer to ensure grading was constructed per the plans. He indicated this process does not involve the neighbors, and he offered to answer any questions the neighbors may have.

7. Council Comment

Councilwoman Fitch thanked the Mayor for the proclamation in appreciation of school board members, teachers and administrators which acknowledges their efforts to provide an education to students during this challenging year. As a parent, she said it was heartwarming to hear from teachers to want to be with their students.

Councilwoman Bray-Parker encouraged everyone to take advantage of the many programs that will be hosted by the Wheaton Public Library regarding with diversity and inclusion.

Mayor Suess stated COVID numbers are rising in the community and are nearing the peak seen in the spring. Mayor Suess encouraged everyone to wear a mask indoors, avoid large groups, practice social distancing and hand washing. He said it is important to take this seriously.

Councilman Barbier reminded everyone to vote on November 3.

8. Approval of Warrant

Councilman Rutledge moved and Councilwoman Fitch seconded that Warrant No. 787 in the amount of $1,849,675.59, be approved.
