Village President Jim E. Claeyssen called the Committee of the Whole Meeting to order at 7:00 PM. Roll call was taken by Deputy Village Clerk Heather Riley:

ADOPT THE AGENDA:

Trustee Hollembeak moved to adopt the agenda. Trustee O’Hara seconded. All “Aye;” None opposed. Motion carried by voice vote.

APPROVE THE COMMITTEE OF THE WHOLE MINUTES – February 8, 2021

Trustee Schroeder moved to approve the February 8, 2021 Committee of the Whole Meeting Minutes. Trustee Fustin seconded. All “Aye;” None opposed. Motion carried by voice vote.

PUBLIC COMMENT: None.

ORDINANCE –CHAIRMAN TRUSTEE NANCY BELT.

UNFINISHED BUSINESS:

1. After some discussion Trustee Belt moved to send to the Village Board for a first reading of “An Ordinance Granting Text Amendments to the Code of Ordinances for The Village of Cherry Valley, Illinois Sections 82-281, 82-282, and 82-283 Industrial Districts; Sections 82-181 and 82-182 Agricultural Districts – Special Uses and Section 82-3 Definitions.” (Solar Farms) President Claeyssen seconded. All “Aye;” None opposed. Motion carried by voice vote.

2. After some discussion Trustee Belt moved to send to the Village Board for a first reading of “An Ordinance Amending the Code of Ordinances for The Village of Cherry Valley, Illinois, Chapter 6 – Advertising”. (Sections 6-36, 6-37 and 6-38) (The revised Sign Ordinance). Trustee O’Hara seconded. All “Aye;” None opposed. Motion carried by voice vote.

NEW BUSINESS: None.

PUBLIC WORKS –CHAIRMAN TRUSTEE JIM ALSBURY.

ENGINEER’S REPORT:

1. Civil Engineer Sheri Kosmos of C.E.S. reported the following:

• Cherry Valley North Streets Maintenance 2021 Improvements – Received four bids for this project. Recommended Schroeder Asphalt Services, Inc. as the lowest responsive bid at $108,927.63. Completion date is set for June 15, 2021.

• East Village Water Main Loop – Evaluating two possible routes and cost impacts. Awaiting granting of easements from property owners prior to scheduling field work.

• Village Hall Parking Lot – Plans and specifications approved by IDOT. Will request soonest bid date from IDOT after approval. Estimated approval is March/April. Projecting a May/June construction start. Construction Engineering Agreement submitted for approval.

• C.E.S. is providing support to Public Works as requested by the Village President for carious tasks during transition including IEPA MS4 inspection, annual report, support during water main break and water system atlas updating.

UNFINISHED BUSINESS: None.

NEW BUSINESS:

1. Trustee Alsbury moved to send to the Village Board to award the bid for the Cherry Valley North Street Maintenance 2021 Improvements to Schroeder Asphalt Services, Inc. Huntley, Illinois, as the lowest responsive bidder, in the amount of $108,927.63. This is from line item 5390 Capital Improvements, from the village’s FY2021-2022 Budget. Trustee Hollembeak seconded. All “Aye;” None opposed. Motion carried by voice vote.

2. Trustee Alsbury moved to send to the Village Board for approval of a one-year renewal of the Intergovernmental Agreement (IGA) between the Village of Cherry Valley and the City of Rockford regarding Annual City-Wide Pavement Marking (Paint) beginning March 31, 2021 to March 30, 2022. Trustee Schroeder seconded. All “Aye;” None opposed. Motion carried by voice vote.

DIRECTOR’S REPORT – Report given by Village President Jim Claeyssen: 

• New Public Works hire Chris Chuchna will start on March 1, 2021.

• Salt deliveries are behind due to poor weather conditions. Our supplier assures us we will be receiving a delivery this week.

• Due to extremely low temperatures Public Works has been using a 50/50 mix of salt and sand on the roads.

• MS4 inspection will be March 25th with the IEPA. Sheri Kosmos C.E.S will be assisting Public Works Supervisor Steve Strasser with the inspection and reporting. 

• Rock River Reclamation Water District (RRWRD) is moving a manhole that is in the center of Madigan Creek just east of Valley Woods Drive. C.E.S. is reviewing the documents from RRWRD. There is no cost to the Village for this project. 

• Public Works accidently backed over the Village’s mailbox while pushing back snow. A temporary mailbox has been placed until a new one can be installed.

CHAIRMAN’S REPORT: No Report.

EX-OFFICIO’S RECREATION BOARD REPORT: There will be free ice skating for the first 100 participants at Doty Park in Belvidere this Saturday February 27, 2021 from 6:15 – 8:30 PM sponsored by the Cherry Valley Men’s Club and the Cherry Valley Recreation Board.

CHIEF’S REPORT:

Update from Chief Bethge:

• Mall shooting update to come later this week.

• 1 officer is finally back after being off for surgery.

• We have 1 potential candidate slot reserved at the Police Academy in May for Cherry Valley. 

• Evidence audit is in progress.

1. Trustee Schroeder moved to send to the Village Board for approval of a contract with Melrose Pyrotechnics for the 4th of July Fireworks Show for 2021 at a cost of $11,500.00 from line item 5360 Administration. Trustee Belt seconded. All “Aye;” None opposed. Motion carried by voice vote.

2. Trustee Schroeder moved to send to the Village Board for approval of a one-year extension of the Melrose Pyrotechnics Fireworks Contract until July 4, 2022 at a cost of $23,000 from line item 5360 Administration. Trustee Belt seconded. All “Aye;” None opposed. Motion carried by voice vote.
