Village President Jim E. Claeyssen called the Committee of the Whole Meeting to order at 7:00 PM. Roll call was taken by Deputy Village Clerk Heather Riley:

APPROVE THE COMMITTEE OF THE WHOLE MINUTES – January 11, 2021
Trustee Schroeder moved to approve the January 11, 2021 Committee of the Whole Meeting Minutes. Trustee O’Hara seconded. All “Aye;” None opposed. Motion carried by voice vote.

ENGINEER’S REPORT:
1. Report tonight by Civil Engineer Sheri Kosmos of C.E.S.:
• Cherry Valley North Streets –Design work is completed. Requesting approval to advertise on February 1, 2021. Bid opening will be February 15, 2021. Completion set for June 15, 2021.
• East Village Water Main Loop – Evaluating two possible routes and cost impacts. Awaiting granting of easements from property owners.
• MFT – Close out forms for 2020 MFT prepared and sent to IDOT. 2021 Resolution/Estimate for Township Maintenance Agreement submitted to IDOT. 2021 Resolution/Estimate for Village Parking Lot prepared. Village Board approval required prior to submittal.
• Village Hall Parking Lot – Plans and specifications need modifications to convert to an MFT project. Submitting to IDOT in February. IDOT will need to approve contracts upon award and prior to start. Projecting a May/June construction start.
2. After additional discussion Trustee Alsbury moved to send to the Village Board approval of a Resolution for Maintenance for the Village Hall Parking Lot using Rebuild Illinois Funds and Motor Fuel Tax Funds. Trustee Schroeder seconded. All “Aye;” None opposed. Motion carried by voice vote.

NEW BUSINESS:
1. Trustee Alsbury moved to send to the Village Board to process the invoice from Northern Contracting, Inc. for guardrail repair on Blackhawk and South Mulford Road (completed in 2020) at a cost of $13,166.88. This invoice will be fully funded by the motorist’s insurance carrier. Village President Claeyssen seconded. All “Aye;” None opposed. Motion carried by voice vote.
2. Trustee Alsbury moved to allow CES, INC to advertise for bids for the CV North Streets Maintenance Project, requesting permission to advertise on February 1, 2021 with a Bid Opening on February 15, 2021. Trustee Belt seconded. A roll call vote was taken:

DIRECTOR’S REPORT – Public Works Director Chuck Freeman:
• Post Office Remediation Project continued on Tuesday, should be completed this week.
• Working with Rock River Water Reclamation District to remove one of their manholes from the outfall of the Madigan Creek discharge box culvert on Valley Woods Drive. Work will begin weather permitting.

EX-OFFICIO’S RECREATION BOARD REPORT:
• Trustee Schroeder reported that there is no February meeting but there will be a Free Ice-Skating event held on February 27, 2021 from 6:15 – 8:30 PM at the Doty Park Outdoor Ice-Skating Rink in Belvidere, Illinois. All are invited. 100-person capacity.

1. Trustee Fustin moved to send to the Village Board the approval of a Resolution of the Village of Cherry Valley, Illinois authorizing the Village President to execute an Addendum to the Intergovernmental Agreement dated December 18, 2018 for the Operation and Funding of an Integrated Records Management System (RMS) and to Adopt the Northern Illinois Data Management Bylaws. Trustee Hollembeak seconded. All “Aye;” None opposed. Motion carried by voice vote.
2. Trustee Fustin moved to send to the Village Board for approval of the purchases of upgraded weight lifting equipment at a cost of $1,766.00 from Push-Pedal-Pull and a treadmill from Dick’s Sporting Goods at a cost of $1,999.00 from line item 5375 Capital Improvements. Trustee Hollembeak seconded. All “Aye;” None opposed. Motion carried by voice vote.
3. Trustee Fustin moved to send to the Village Board for approval of the purchase of two Stalker Moving Radar Units at a cost of $2,705.20 from line item 5375P. Trustee Belt seconded. All “Aye;” None opposed. Motion carried by voice vote.
4. Trustee Fustin moved to send to the Village Board for approval of the purchase of Taser supplies from Axon Enterprise, Inc. at a cost of $2,069.06 from line item 5375P. Trustee Schroeder seconded. All “Aye;” None opposed. Motion carried by voice vote.
CHIEF’S REPORT:
Update from Chief Bethge:
• Still have three officers out. Two officers on medical leave and one officer on workman’s compensation.
• Currently working on the Police Budget for FY2021/2022.
• Cherry Valley Police will be hosting a virtual active shooter training session next week.

President Claeyssen made a motion to go into Execution Session for the following:
