City of Winchester City Council met March 8

Here is the minutes provided by the council:

The Winchester City Council held a special meeting at City Hall.

Mayor McIntire called the special meeting to order at 10:40 a.m. with the following council in attendance: Ron Bell, Bill Jacquot, Lawrence Coultas, Jeff Pittman, Terry Gregory, Sandy Long, and Deputy City Clerk Jozy DeGroot.

Also in attendance was John Paul Coonrod, City Attorney.

John Paul Coonrod started the meeting by stating that all the members of council were here since 10 a.m. and no members of the public have come or gone since that time.

Mayor McIntire wanted to go on record to say that he does not want anyone on his behalf taking down his opponent's election signs, it is not necessary and it is not right. The mayor also asked for a motion to appoint Deputy City Clerk, Jozy DeGroot as the City Clerk Pro-Tem for the meeting since City Clerk, Brenda Robinson was unable to attend.

MOTION: Bill Jacquot moved, and Terry Gregory seconded to appoint Jozy DeGroot as the City Clerk Pro Tem for the meeting. Roll call resulted in all yeas. Motion carried.

John Paul Coonrod said we have an ordinance as well as a debt certificate to be discussed. The closing date will be the 12th of March in the amount of $395,000 that the city requested to be advanced to us at a 1% interest rate, paid for within three years. The Illinois Finance Authority in Chicago, IL put together the ordinance documents. Each council member had a copy of the ordinance and Coonrod went through the document highlighting the key points.

MOTION: Lawrence Coultas moved, and Terry Gregory seconded to adopt Ordinance No. 913: An ordinance authorizing and providing for an Installment Purchase Agreement for the purpose of paying the cost of purchasing natural gas for the City of Winchester, Scott County, Illinois, and for the issue of a not to exceed $395,000 Debt Certificate, Series 2021, of said City evidencing the rights to payment under said Agreement, providing for the security for and means of payment under said Agreement of said Certificate, and authorizing the sale of said Certificate to the Illinois Finance Authority. Roll call resulted in all yeas. Motion carried.

MOTION: Bill Jacquot moved, and Sandy Long seconded to adjourn the meeting. Roll call resulted in all yeas. Motion carried. Meeting adjourned at 11:24 a.m.
