City of Winchester City Council Met June 14.

The Winchester City Council held a special meeting at City Hall. Mayor McIntire called the special meeting to order at 7 p.m. with the following council in attendance: Bill Jacquot, Terry Gregory, Ron Bell, Sandy Long, Jeff Pittman, City Clerk Teri Little.
Also, in attendance were Wanda Cody, City Treasurer; John Paul Coonrod, City Attorney; John Simmons Supt, of Public Works, Trever Cawthon, Water Plan Supt.
Trevor Cawthon, Water Plant Supt. reported on the refurbishment of the well. They cleaned the well and removed the pump to take back to be cleaned. The pump is going to need repairs. The skirt weaving is wearing, the pump bowl is showing wear, needs new packing and bearings and threads are stretched. Cawthon passed out pictures and summary of what was to be repaired and the cost. It will cost approximately $24,731.00. All items are in stock. No warranty but advised could last 8 to 12 years.
MOTION: Ron Bell moved, and Sandy Long seconded to approve the repair of well pump not to exceed $25,000. Roll call resulted in all yeas. Motion carried.
Rex McIntire, Mayor discussed the bill from Day Pitney. Winchester entered into the lawsuit back in December 2019 due to Panhandle Eastern increasing their fees 400%. The original agreement with Day Pitney was to pay legal fees not to exceed $7000.00. Since then, the case has been appealed and fees have increased. The city stands to be awarded up to $150,000 and the mayor feels that it will be worth it to pay the additional fees to stay in the suit. The judge has already ruled in our favor, however, Panhandle Eastern has appealed the ruling. The balance at this time to pay Day Pitney is $4857.37. Hoping to see an end to the lawsuit early 2022.
MOTION: Ron Bell moved, and Jeff Pittman seconded to approve to pay Day Pitney attorney fees not to exceed $5000.00 for class action suit. Roll call resulted in all yeas. Motion carried.

The Winchester City Council held a special meeting June 21, 2021 at City Hall.
Mayor McIntire called the special meeting to order at 7 p.m. with the following council in attendance: Lawrence Coultas, Bill Jacquot, Ron Bell, Sandy Long, Jeff Pittman, City Clerk Teri Little.
Also, in attendance were Wanda Cody, City Treasurer; John Paul Coonrod, City Attorney; John Simmons Supt, of Public Works John Simmons, Supt of Public Works advised that Benton and Associates came down on June 15, 2021 for the annual ride along to look at road repair for MFT. They supplied the annual bid of $92,679.00. Main roads that are listed are North Main Street from Railroad St to 3-way stop and Commercial Street. This would be trap lock like what was used on the Northern end of Main in the past. This will also be used by the Pool on east side 2 coats. Oil and Chip is recommended on Cornerstone Drive, small section of Willow Drive, Douglas St and North Thomas Alley, there are a few other small areas on the bid as well.
Mayor McIntire stated there are a few spots that will need to be milled prior to the work being done.
Bill Jacquot requested that the intersection of Hardin and Main be looked at to try and fix it from breaking up when that portion of Main is done.
MOTION: Lawrence Coultas moved, and Ron Bell seconded to submit estimate to IDOT for road repair Total was $92,679.00. Roll call resulted in all yeas. Motion carried.
John Paul Coonrod, City Attorney was on agenda to discuss the USDA and the library grant. He does not have everything needed at the time of the meeting and will discuss at future meeting. Has to do with the contract for the library expansion. Mayor McIntire stated that Darlene Smith will be retiring from the library after 25 years.
MOTION: Bill Jacquot moved, and Lawrence Coultas seconded to move to closed session at 8:00 pm. Roll call resulted in all yeas. Motion carried.

The Winchester City Council held a special meeting June 24, 2021 at City Hall. Mayor McIntire called the special meeting to order at 5 p.m. with the following council in attendance: Lawrence Coultas, Bill Jacquot, Terry Gregory, Sandy Long, Jeff Pittman, City Clerk Teri Little.
Also, in attendance were John Paul Coonrod, City Attorney; John Simmons Supt, of Public Works. Greg Hillis and Drew Ruholl, Benton and Associates.
John Paul Coonrod, City Attorney presented Resolution 2021-06-03. There is a gap of $50,000 that would need to be paid by the city to meet the difference for the Grant money. USDA has agreed to pay this gap with some revisions to the contract with Benton and Associates. They would require Benton and Associates to advise, oversee and consult with the city. Also, they will participate with the winning bidder and keep USDA updated. Benton and Associates will provide a Residential Associate to monitor all works on library construction for the agreed amount of $8000.00.
Greg Hillis, Benton & Associates advised the IPA has approved the renovation
MOTION: Lawrence Coultas moved, and Terry Gregory seconded to approve resolution 2021 06-03 agreement with Benton and Associates and the City of Winchester for Library stop-gap grant through USDA. Roll call resulted in all yeas. Motion carried.
Greg Hillis, Benton and Associates requested that we approve an amended IDOT bid that was previously approved. The prior bid was missing $1250.00 in fees. He presented the new bid and requested approval of $95,000.00
MOTION: Bill Jacquot moved, and Jeff Pittman seconded to approve the new IDOT bid as $95,000.00(corrected bid) instead of $92,679.00 Amending and supersede prior approval thru IDOT appropriation. Roll call resulted in all yeas. Motion carried.
