City of Wheaton City Council Met July 6.

Here is the minutes provided by the council:

1. Call to Order and Roll Call 

The regular Wheaton City Council Meeting was called to order at 7:00 p.m. by Mayor Philip J. Suess. Upon roll call, the following were:  

Physically Present: Mayor Suess 

Councilman Brown 

Councilwoman Fitch 

Electronically Present: Councilwoman Bray-Parker 

Councilwoman Robbins 

Councilman Weller 

Absent: Councilman Barbier 

City Staff Physically Present: Michael Dzugan, City Manager 

John Duguay, Assistant City Manager 

James Knippen, City Attorney 

Joseph Tebrugge, Director of Engineering 

Susan Bishel, Public Information Officer 

Sharon Barrett-Hagen, City Clerk 

Electronically Present: Pat Keegan 

2. Citizens to be Heard 

None 

3. Consent Agenda 

Councilman Brown moved and Councilwoman Robbins seconded that the following action be taken on the Consent Agenda items: 

1. Approve the minutes of the June 21, 2021 regular Wheaton City Council meeting as submitted. 

2. Approve Bond Waivers and Authorize Issuance of Raffle Licenses for FT Cares Foundation, Lincoln Elementary PTA (Queen of Hearts Raffle) and DuPage Care Center Foundation.

Councilwoman Robbins

Councilwoman Bray-Parker

Motion Carried Unanimously 

4. Approve Reappointments to City Boards and Commission 

Mayor Suess moved and Councilwoman Fitch seconded that Saleha Jawaid be reappointed to the Community Relations Commission, Jan Kay be reappointed to the Housing Commission, and Eileen Pearse be reappointed to the Liquor Control Commission, all for a three-year term.

Councilwoman Robbins 

Councilman Weller 

Councilwoman Bray-Parker

Nays: None 

Absent: Councilman Barbier 

Motion Carried Unanimously 

5. Adopt Resolution R-2021-64, A Resolution Authorizing the Renewal of Software Maintenance and Support Services with ESRI, Inc. for a One-Year Term and for a Total Amount Not to Exceed $21,404 

Councilman Brown moved and Councilwoman Robbins seconded that Resolution R-2021-64, A Resolution Authorizing the Renewal of Software Maintenance and Support Services with ESRI, Inc. for a One-Year Term and for a Total Amount Not to Exceed $21,404, be adopted. 

City Manager Dzugan advised this software is for geographic data for the City’s various maps.

6. Council Comment 

Mayor Suess acknowledged the boy scouts attending the meeting. He gave a shout out to the Wheaton Park District for the fireworks and 4th of July parade. Mayor Suess also mentioned the Field of Honor display of over 2,000 American flags at Seven Gables Park in honor of our military and veterans.

7. Approval of Warrant 

Councilwoman Fitch moved and Councilwoman Bray-Parker seconded that Warrant No. 803 in the amount of $815,749.27 be approved.

Councilman Brown moved and Councilwoman Fitch seconded that the regular Wheaton City Council Meeting be adjourned at 7:07 p.m.
