The regular Wheaton City Council Meeting was called to order at 7:00 p.m. by Councilwoman Bray-Parker. Upon roll call, the following were:

Councilwoman Robbins moved and Councilman Brown seconded that the following action be taken on the Consent Agenda items:
1. Approve the minutes of the February 7, 2022 Wheaton City Council Regular Meeting as submitted.
2. Pass Ordinance 0-2022-05, An Ordinance Amending the Wheaton Liquor Control Ordinance, Chapter 6, Article III of the City Code – Decrease in the Number of Class A (Restaurant) Licenses (Lu's Chinese), Increase in the Number of Class G (Catering) Licenses (302 Wheaton; North) and a Decrease in the Number of Class S (Convenience Store) Licenses (7-11 326 W. Liberty Dr.).
3. Approve Bond Waiver/Raffle License/Lincoln Elementary School.

4. Pass Ordinance No. 0-2022-06, An Ordinance Amending the Wheaton Liquor Control Ordinance, Chapter 6, Article III of the City Code – Increase in Class A (Restaurants) Liquor License Murray Industries LLC DBA Lola's Ristorante, 230 W. Front Street
Councilman Brown moved and Councilman Weller seconded that Ordinance No. 0-2022-06, An Ordinance Amending the Wheaton Liquor Control Ordinance, Chapter 6, Article III of the City Code – Increase in Class A (Restaurants) Liquor License Murray Industries LLC DBA Lola's Ristorante, 230 W. Front Street, be passed.
Assistant City Manager Duguay stated the Liquor Commission recommended unanimous approval of a Class A Liquor License Application for Lola's Ristorante, located in the former Sushi Mono space.

5. Pass Ordinance No. 0-2022-07, An Ordinance Amending the Wheaton Liquor Control Ordinance, Chapter 6, Alcoholic Beverages, Class A, B and I License Classifications – “To-Go" State Statute Reference Councilwoman Robbins moved and Councilman Brown seconded that Ordinance No. 0-2022-07, An Ordinance Amending the Wheaton Liquor Control Ordinance, Chapter 6, Alcoholic Beverages, Class A, B and I License Classifications – “To-Go” State Statute Reference, be passed.
Assistant City Manager Duguay specified the proposed ordinance updates current City Code to incorporate updated state regulations on sales and delivery of “To-Go” mixed drinks, cocktails and single servings of wine be subject to requirements on age verification, containers, and labeling.

6. Adopt Resolution R-2022-16, A Resolution Authorizing the Execution of Agreement No. 276 with CMS Solutions for a Mitel Telephone System Maintenance Renewal for a Five (5) Year Term and a Total Amount Not to Exceed $43,580
Councilman Weller moved and Councilwoman Robbins seconded Resolution R-2022-16, A Resolution Authorizing the Execution of Agreement No. 276 with CMS Solutions for a Mitel Telephone System Maintenance Renewal for a Five (5) Year Term and a Total Amount Not to Exceed $43,580, be adopted.
Assistant City Manager Duguay stated the City upgraded the Mitel Telephone system in 2021 and it will serve the City until 2029. He highlighted the five-year agreement reflects a 15% savings as opposed to the one year term cost.
In response to Councilman Brown, Director of Information Technology, Chad Michaelis confirmed the challenge of getting vendors to quote is due to product line phase out and partners not investing to train staff to support the product. Director Michaelis confirmed the costs of other options were reviewed which confirmed significantly higher costs than maintaining the current system.
