Village of Cherry Valley Board of Trustees met July 19.

PRESIDENT DAVID SCHROEDER CALLED THE VILLAGE BOARD MEETING TO ORDER AT 7:00 PM AND LED THE PLEDGE OF ALLEGIANCE.

ADOPTION OF THE AGENDA:
• Trustee Hollembeak moved to approve the agenda. Trustee Neville seconded. All “AYE” none opposed. Motion carried by voice vote.
APPROVAL OF THE VILLAGE BOARD MINUTES:
• Trustee Belt moved to approve the Village Board Meeting Minutes from July 5, 2022. Trustee Fustin seconded. All “AYE” none opposed. Motion carried by voice vote.

TREASURER’S REPORT: No Report.
PRESIDENT’S REPORT:
1. Trustee Hollembeak moved that the Village Board approve a Special Event Permit for Cattle and Cream, 105 N. Cherry Street, Cherry Valley, Illinois for a Ribfest Event on July 28, 2022, from 2PM to 7PM at 125 S. Walnut Street (The Bricks – Venue Center). Trustee Neville seconded. A roll call vote was taken:

Trustee Hollembeak seconded. A roll call vote was taken:

JEFF FUSTIN – PLANNING AND ZONING COMMISSION:
Trustee Fustin stated that there will be a Planning and Zoning Commission Meeting on July 20, 2022 at 6:30 PM to discuss (2) items related to the Solar Farm. Everyone is welcome to attend.
BRANDI PEARSE – RECREATION BOARD:
Trustee Pearse stated that next Recreation Board Meeting will be held on July 27, 2022 at 7:00 PM. Everyone is welcome to attend.
ORDINANCE REPORT BY TRUSTEE NANCY BELT:
1. Trustee Belt moved that the Village Board consider this the first reading of Ordinance 2022-28: AN ORDINANCE AUTHORIZING THE ISSUANCE OF WATERWORKS REVENUE BONDS OF THE VILLAGE OF CHERRY VALLEY, WINNEBAGO AND BOONE COUNTIES, ILLINOIS, IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $5,100,000, FOR THE PURPOSE OF PAYING THE COSTS OF IMPROVING THE WATERWORKS SYSTEM OF THE VILLAGE”. Trustee Hollembeak seconded. A roll call vote was taken:

FINANCE REPORT BY TRUSTEE BRANDI PEARSE:

Trustee Pearse moved that the Village Board approve elected and or appointed officials to attend the Illinois Municipal League Conference in Chicago, Illinois in September 2022, referencing the maximum amount for each detailed reimbursement, as discussed at the Committee of the Whole Meeting on July 11, 2022 and detailed in a memo dated July 8, 2022, at a total amount of $1,893.20 from line items 5195 and 5200 Administration. Maximum number of attendees is (4) officials. Trustee Hollembeak seconded. A roll call vote was taken:

Trustee Pearse moved that the Village Board approve the bills reviewed and approved by the Budget Director on July 19, 2022 and reviewed and approved by the village trustees present at the July 19, 2022 Village Board Meeting at a total amount not to exceed $141,351.12. PUBLIC SAFETY REPORT BY TRUSTEE JEFF FUSTIN:

Trustee Fustin moved that the Village Board approve Resolution 2022-25: “A RESOLUTION OF THE VILLAGE OF CHERRY VALLEY, ILLINOIS AUTHORIZING THE VILLAGE TO APPROVE THE MAJOR CRASH ASSISTANCE TEAM OF WINNEBAGO AND BOONE COUNTIES INTERGOVERMENTAL AGREEMENT”. PUBLIC WORKS REPORT BY TRUSTEE MIKE NEVILLE:

Trustee Neville moved that the Village Board of the purchase to and have installed a new maintenance free air compressor for the Village Hall’s Sprinkler System from Nelson Fire Protection, Rockford, Illinois at a cost of $2,460.00 from line item 5120 Buildings and Grounds. (Nelson Fire Protection is the village’s support contractor for the buildings sprinkler system). Trustee Belt seconded. A roll call vote was taken:

2. Trustee Neville moved that the Village Board approve the purchase of a new Ferris Zero-Turn Mower from PEABUDY’S NORTH, Pecatonica, Illinois at a cost of $16,599.00 from line item 5375 Capital Improvements. (This is a budgeted item; we were only able to obtain (1) quote for this mower this year due to supply chain issues). Trustee Hollembeak seconded. A roll call vote was taken:

PERSONNEL REPORT BY TRUSTEE SALLY HOLLEMBEAK:

Trustee Hollembeak moved that the Village Board approve the hiring of Mr. Todd Stockburger for the position of Deputy Chief of Police for the Cherry Valley Police Department at a salary of $99,840.00 per year with a starting date of August 15, 2022. Trustee Belt seconded. A roll call vote was taken:

Trustee Hollembeak stated that PERSONNEL passes.
SPECIAL PRESENTATION BY CHIEF ROY BETHGE and VILLAGE PRESIDENT DAVID SCHROEDER FOR SGT. BRYON MURASKI – 20 YEARS OF SERVICE.
Chief Bethge presented Sgt. Muraski a certificate for his 20 years of service to the Cherry Valley Police Department. Sgt. Muraski was sworn in as a Patrol Officer in June 2002, was part of the State Police Auto Task Force in 2005 and became Sergeant in 2021. Sgt. Muraski has about 27 letters of Recognition and Commendations in his file.
President Dave Schroeder presented Sgt. Muraski a certificate from the Village of Trustees recognizing his years of Service.
