Chicago Police Department Releases Reform Progress Update to Mark Consent Decree Compliance Progress

CHICAGO — The Chicago Police Department (CPD) today announced the filing of its Reform Progress Update Report for the sixth Independent Monitoring Report period (IMR-6). The report, filed in court today, details the significant progress CPD has made in its consent decree compliance efforts from January 1, 2022 through June 30, 2022.

“During IMR-6, we strengthened the foundation we set for transformative change and reform within CPD,” said Superintendent David O. Brown. “While we have made great strides in our reform efforts, our work does not stop here as we continue building trust in our communities and making Chicago a safer city for all.”

CPD continued to implement policies and practices during IMR-6 to create substantive improvements across the Department. These policies included a permanent foot pursuit policy, which was developed with extensive community engagement. The policy aims to improve safety for all those involved in the pursuits. The permanent policy also introduced enhanced supervisory responsibilities and new post-foot pursuit documentation that improves data collection surrounding the pursuits.

During this monitoring period, CPD also continued to equip officers with the resources they need to do their jobs safely and effectively. In IMR-6, the Department completed its 40-hour in-service training program for the 2021 training year, delivering training that focused on officer wellness, community policing, de-escalation and use of force.

The work that was completed during IMR-6 is part of our overall mission to achieve compliance in our consent decree efforts. These efforts are also detailed in our "Roadmap to Operational Compliance", which was developed and published during IMR-5. This roadmap serves as the Department’s guide to reaching cultural change through operational compliance across all sections of the consent decree.

Notable accomplishments made during IMR-6 include:

• Completed the 40-hour in-service training program for the 2021 training year, delivering training to more than 95% of members on key topics like officer wellness, community policing, de-escalation and use of force.

• Began efforts to revamp the Department’s Unity of Command and Span of Control pilot program to allow for greater geographic familiarity and high-quality supervision in the 6th (Gresham) District.

• Continued the Tactical Review and Evaluation Division’s reviews of investigatory stops and use of force incidents, along with associated data analysis and public reporting.

• Completed a third-party assessment of the Department’s recruitment and hiring procedures, including recommendations for improvement.

While the Independent Monitoring Team assesses CPD’s consent decree compliance, the Department’s commitment to true and lasting reform is clear in the work done during IMR 6.
