CHICAGO — Superintendent David O. Brown today announced new command staff promotions. “These newly promoted leaders are passionate about strengthening safety in Chicago and building trust across every community,” said Superintendent Brown. “I have the utmost confidence in these dedicated individuals as they embark on their new roles.”
Chief of the Bureau of Counterterrorism - Larry B. Snelling
Chief Snelling, a 28-year member of the Department, most recently served as deputy chief of the Area 2. Prior to that, he served as commander of the 7th (Englewood) District. He also served the district as the watch operations lieutenant. Prior to his time in the 7th District, he was a sergeant in the Physical Skills Section and also the Operations Section sergeant for recruit training at the Police Academy. He was also a sergeant in the 22nd (Morgan Park) District. He redesigned the Department’s current force training model around national best practices and constitutional policing, and has testified as an expert in federal use of force cases. Additionally, Chief Snelling was a lead trainer for field force training for the 2012 Chicago NATO Summit. He holds a bachelor’s degree in adult education from DePaul University.
Deputy Chief of Area 2 – Senora Ben
Deputy Chief Ben, a 22-year member of the Department, most recently served as the commander of the 6th (Gresham) District. Prior to that, she served as commander/executive officer of Area 1. As a lieutenant, she served as the Area 1 Saturation Lieutenant. She has also served as a tactical and watch operations lieutenant of the 6th District. As a sergeant, she served in the Special Investigation Unit and as a tactical sergeant in the 4th (South Chicago) District. Deputy Chief Ben earned a master's degree in business administration from Saint Xavier University and is a graduate of Northwestern University's School of Police Staff and Command.
Deputy Chief of the Bureau of Patrol – Daniel O’Connor
Deputy Chief O'Connor, a 20-year member of the Department, most recently served as the commander of the Bureau of Patrol. He previously served as a lieutenant, also within the Bureau of Patrol. In these roles, he oversaw the Bureau's administrative operations and coordinated citywide public safety drills. Prior to that, he served as a watch operations lieutenant in the 9th (Deering) District. Additionally, he has served as the department advocate in the Bureau of Internal Affairs. As a sergeant, he served in the 4th (South Chicago) District and the 3rd (Grand Crossing) District. Deputy Chief O'Connor has a bachelor's degree in political science from Marquette University. He also holds a Juris Doctor degree from The John Marshall Law School and is a licensed attorney.
Commander of the Bureau of Patrol – Jesse Alvarez
Commander Alvarez, a 23-year member of the Department, most recently served as the lieutenant in the 10th (Ogden) District. In this role, he led the District Coordination Officers as part of the Neighborhood Policing Initiative. He has also served as a lieutenant in the 3rd (Grand Crossing) District. Prior to this, he worked as a 10th District school sergeant, field sergeant and district station supervisor. Alvarez holds a master of business administration in financial fraud from Saint Xavier University. He also holds a bachelor’s degree in law enforcement management from Calumet College of St. Joseph.
Commander of the Bureau of Internal Affairs – Yakimba Phillips
Commander Phillips, a 23-year member of the Department, most recently served as a field lieutenant and watch operations lieutenant in the 5th (Calumet) District. Prior to this, she served as the Accountability Sergeant in the 2nd (Wentworth) District. She has also served the 2nd District as the Strategic Decision Support Center (SDSC) sergeant and as a beat sergeant. Phillips holds a bachelor’s degree in general studies from Roosevelt University.
Commander of the Bureau of Patrol – John Spellman
Commander Spellman, a 27-year member of the Department, most recently served as the lieutenant in the Bureau of Patrol. He also served the Bureau of Patrol as a sergeant. Prior to that, he was a sergeant in the Bureau of Internal Affairs, both in the Confidential and General Investigations sections. Previously, he was a sergeant in the Records Inquiry Section, serving administratively and under the Gun Registration Section. As a 3rd (Grand Crossing) District sergeant, he was assigned to the Tactical Unit. Commander Spellman holds a bachelor’s degree in criminal justice from Saint Xavier University.
