PRESIDENT DAVID SCHROEDER CALLED THE VILLAGE BOARD MEETING TO ORDER AT 7:00 PM AND LED THE PLEDGE OF ALLEGIANCE.

A roll call was taken by Village Clerk Kathy Trimble:

Also present: Attorney Roxanne Sosnowski, Village Treasurer Maureen Gumowski, Village Administrator Jim Claeyssen, Police Chief Roy Bethge, and Village Clerk Kathy Trimble.

ADOPTION OF THE AGENDA:

Trustee Hollembeak moved to approve the amended Village Board Agenda with 3 changes: • Item #3 of the Presidents Report, approving Resolution 2022-30 will be deleted. • Header under Treasurer’s Report should read, “September 2022 Report by Village Treasurer Maureen Gumowski.

Trustee Neville seconded. All “AYE” none opposed. Motion carried by voice vote.

APPROVAL OF THE VILLAGE BOARD MINUTES:

• Trustee Hollembeak moved to approve the Village Board Minutes from September 20, 2022. Trustee Neville seconded. All “AYE” none opposed. Motion carried by voice vote.

PUBLIC COMMENT: No one has signed up for Public Comment.

TREASURER’S REPORT:

1. Treasurer Gumowski stated that revenues in the General Fund of $390,000 were lower than expenditures of $431,000 by $41,000. Expenditures were mainly Salary & Benefits ($309,000). Revenues of $326,000 were higher than expenditures of $60,000 in the Water Fund by $266,000. We have received the Second and Final Tranche of the ARPA Grant. In the Capital Improvements Fund, revenues of $247,000 were lower than expenditures of $102,000 by $145,000. Expenditures were the Police Radios ($24,000), Public Works New Truck ($63,000). Trustee Hollembeak moved to have the September Treasurer’s Report placed on file with the minutes. Trustee Fustin seconded. All “AYE” none opposed. Motion carried by voice vote.

Trustee Gumowski stated that the Bond sale went very well today. All 5.1 Million Dollars of the bonds have been sold, the rate was 4.42%. We will close on this on October 18, 2022 and the money will be deposited into the Illinois Funds Account that was set up. We will start funding the debt services account and the first payment will be made on December 15, 2022 of $39,000.00, which is interest only.

PRESIDENT’S REPORT: DAVID SCHROEDER:

1. Trustee Neville moved that the Village Board approve a Special Event Permit for Cattle & Cream, 105 N. Cherry St. Cherry Valley, Illinois for an Oktoberfest Event at The Bricks Venue Center, 125 S. Walnut St. Cherry Valley, Illinois on October 6, 2022 from 2PM to 7PM. Trustee Fustin seconded. A roll call vote was taken:

2. Proclamation: Breast Cancer Awareness Month. President Schroeder read the Proclamation. Trustee Hollembeak moved to adopt the Proclamation proclaiming October 2022 as Breast Cancer Awareness Month in the Village of Cherry Valley. Trustee Neville seconded. All “AYE” none opposed. Motion carried by voice vote.

President Schroeder stated that everyone should have received a copy of the Press Release for the Valley Orchard Celebrating their 45 Years in Cherry Valley. They will be having a “Fall 45 Fest” on Saturday, October 8th from 9AM to 6PM.

Attorney’s Report: Roxanne Sosnowski: No Report.

Administrator’s Report: Jim E. Claeyssen: No Report.

Engineer’s Report: Sheri Kosmos, C.E.S.: No Report.

Jeff Fustin – Planning And Zoning Commission:

Trustee Fustin stated that there will be a Planning and Zoning Commission Meeting on October 19, 2022 at 6:30 PM to discuss a PUD, Planned Unit Development, on South Mill Road. Everyone is welcome to attend.

Brandi Pearse – Recreation Board:

Trustee Pearse stated that there will be a Recreation Board Meeting tomorrow, October 5, 2022 at 7:00PM to discuss the Halloween Trunk or Treat Parade. Everyone is welcome to attend.

ORDINANCE REPORT BY TRUSTEE MIKE NEVILLE FOR TRUSTEE NANCY BELT: 1. Trustee Neville moved that the Village Board consider this the first reading of AN ORDINANCE AMENDING CHAPTER 42, OFFENSES AND MISCELLANEOUS PROVISIONS, OF THE CODE OF ORDINANCES FOR THE VILLAGE OF CHERRY VALLEY, ILLINOIS BY CREATING SECTION 42-98, FALSE ALARMS. Trustee Hollembeak seconded. All “AYE” none opposed. Motion carried by voice vote.

2. Trustee Neville moved that the Village Board waive the rules and consider this the second and final reading of AN ORDINANCE AMENDING CHAPTER 70 TRAFFIC AND VEHICLES, ESTABLISHING A NEW ARTICLE VII – PEDESTRIANS, IN THE CODE OF ORDINANCES FOR THE VILLAGE OF CHERRY VALLEY, ILLINOIS. Trustee Hollembeak seconded. A roll call vote was taken:

Trustee Pearse moved that the Village Board approve a request for Treasurer Maureen Gumowski to attend the Illinois Government Finance Officers Association (IGFOA) training session regarding Implementing GASB Statement No. 87, Leases on October 18, 2022 in Rockford, Illinois at a cost of $20.00 from line item 5195 Administration. Trustee Fustin seconded. A roll call vote was taken:

PUBLIC SAFETY REPORT BY TRUSTEE JEFF FUSTIN:

1. Trustee Fustin moved that the Village Board approve a request for Officer Mike Rach to attend certification testing for Crash Reconstruction Specialist in Springfield, Illinois on October 5 and 6, 2022. Cost for lodging, meals and travel not to exceed $500.00 from line item 5200 Police. (There is no cost for this testing). Trustee Hollembeak seconded. A roll call vote was taken:

1. Trustee Neville moved that the Village Board approve an Engineering Services Contract with C.E.S. INC., Belvidere, Illinois for the CV 200 East State Street Alley – Design Services at a cost of $8,500.00 from line item 5095 Capital Improvements. Trustee Hollembeak seconded. A roll call vote was taken:

INC., Belvidere, Illinois for the CV Walnut Street and Canoe Launch Parking Expansion – Design Services at a cost of $13,500.00 from line item 5095 Capital Improvements. Trustee Hollembeak seconded. A roll call vote was taken:

3. Trustee Neville moved that the Village Board approve an Engineering Services Contract with C.E.S. INC., Belvidere, Illinois for the 2022 CV Well 7 Drilling – Construction Management at a cost of $56,350.00 from line item 5095 Water. Trustee Hollembeak seconded. Trustee Fustin stated that he is troubled with the amount that is being billed since there is no detail in the proposal. Trustee Fustin would like the Village Board to handle things differently with Engineering in the future on these specialized projects. A roll call vote was taken:
