Here are the minutes provided by the board:

PRESIDENT DAVID SCHROEDER CALLED THE VILLAGE BOARD MEETING TO ORDER AT 7:00 PM AND LED THE PLEDGE OF ALLEGIANCE.

A roll call was taken by Village Clerk Kathy Trimble:

Also present: Attorney Roxanne Sosnowski, Village Treasurer Maureen Gumowski, Village Administrator Jim E. Claeyssen, Police Chief Roy Bethge, and Village Clerk Kathy Trimble.

ADOPTION OF THE AGENDA:

Trustee Hollembeak moved to approve the Village Board Agenda with 1 change: • There will not be an Executive Session at the end of the meeting.

Trustee Belt seconded. All “AYE” none opposed. Motion carried by voice vote.

APPROVAL OF THE VILLAGE BOARD MINUTES:

1. Trustee Neville moved to approve the Village Board Meeting Minutes from August 16, 2022. Trustee Hollembeak seconded. All “AYE” none opposed. Motion carried by voice vote.

PUBLIC COMMENT:

Mr. Sparky Prisby of the Cherry Valley Men’s Club handed out a drawing and gave a Special Presentation regarding an update / design proposal change for the Armed Forces Memorial Park Project. Mr. Prisby spoke that the original design that was voted on by the Village Board back in December 2021 was going to cost around $70 – $120,000 to complete. The new drawing and option from Tree Care Enterprises, Rockford, Illinois will require little excavation and the plantings will bring color all year long. The cost for this phase of the project will be approximately $51,000.00. The Cherry Valley Men’s Club is still actively fund raising for this park project. The consensus of the Village Board was to move forward with this new design phase.

1. Trustee Fustin moved that the Village Board approve a Special Event Permit for 125 East State Street, Cherry Valley, Illinois for The Savvy Event Company on September 10, 2022. Trustee Hollembeak seconded. A roll call vote was taken:

Administrator’s Report: Jim E. Claeyssen:

Village Administrator Claeyssen stated that there are two Ribbon Cutting Ceremonies in the Village:

• GreatWater Garage (formally CherryVale Tire & Auto on Pawlisch Drive) will be holding a ribbon-cutting on Friday, September 9th at 1PM.

• Savvy Event Company at 125 East State Street (The Bricks) will be holding a ribbon cutting on Saturday September 10th at 2PM.

There will be a Special Village Board Meeting before the Committee of the Whole Meeting on Monday, September 12 at 6:45PM for the Water Bond Issuance Ordinance.

Engineer’s Report: Sheri Kosmos, C.E.S.: No Report.

Jeff Fustin – Planning And Zoning Commission:

Trustee Fustin stated that there was a Special Planning and Zoning Commission Meeting on August 24, 2022 regarding a Special Use Permit for Grote Automotive (Auto Sales) at the former Trampoline Park at 1949 South Bell School Road.

Brandi Pearse – Recreation Board:

Trustee Pearse stated that there will be a Recreation Board Meeting on September 7, 2022 at 7:00PM. Everyone is welcome to attend.

FINANCE REPORT BY TRUSTEE BRANDI PEARSE:

1. Trustee Pearse moved that the Village Board accept and place on file the Annual Financial Report for the Village of Cherry Valley, Illinois for the Fiscal Year that ended on April 30, 2022 by Lauterbach & Amen, LLP. Trustee Hollembeak seconded. All “AYE” none opposed. Motion carried by voice vote.

2. Trustee Pearse moved that the Village Board approve the purchase of a Dell Latitude 3520 Laptop Computer, a Dell Thunderbolt 4 Docking Station and a 27” Dell Monitor from Dell Technologies, Midwest Division at a cost of $1,375.02 from line item 5375 Capital Improvements. (This is a replacement PC for Village Administrator Claeyssen). Trustee Belt seconded. A roll call vote was taken:

3. Trustee Pearse moved that the Village Board approve an invoice from the Illinois Municipal League Risk Management Association; the 2022 Minimum/Maximum Additional Billing at a cost of $34,206.11 from line item 5110 Streets. Trustee Hollembeak seconded. A roll call vote was taken:

Public Safety Report By Trustee Jeff Fustin:

1. Trustee Fustin moved that the Village Board approve a Resolution (Resolution 2022-28) of the Village of Cherry Valley, Illinois authorizing Officer Morgan Macias and Officer Ryan Fulton to Attend the Law Enforcement & Multidiscipline Crimes Against Children Training Provided by the County of Brevard, Florida Sheriff’s Department and to Accept the Donation of a Registered Comfort Dog for the Cherry Valley Police Department. Trustee Neville seconded. Police Chief Bethge stated that the dog is a 70lb Black Lab named Stormy. A roll call vote was taken:

2. Trustee Fustin moved that the Village Board approve a request for Officer Mike Rach to attend Total Station Training at the Winnebago County Sheriff’s Department in October 2022 (exact dates to be determined) at a cost of $1,500.00 from line item 5195 Police. (Training to be provided by Collision Forensics Solutions LLC). Trustee Hollembeak seconded. A roll call vote was taken:

3. Trustee Fustin moved that the Village Board approve a Resolution (Resolution 2022- 29) of the Village of Cherry Valley, Illinois Approving Axon Enterprise, INC. Taser 7 Agreement and Quote for Two Tasers. This lease for two additional Taser Conducted Energy Weapons is at a cost of $1,008.00 per year for five years from line item 5170 Police. Trustee Hollembeak seconded. A roll call vote was taken:

Trustee Neville moved that the Village Board waive the rules in regards to bidding for the purchase and installation of (254) new water meters from Core & Main, Belvidere, Illinois for village water customers as allowed by Illinois State Statute 65 ILCS 5/8-9-1. Trustee Belt seconded. A roll call vote was taken:

Trustee Neville moved that the Village Board approve of the purchase and installation of (254) new water meters from Core & Main, Belvidere, Illinois for replacements for the village’s water customers in the Valley View South Subdivision at a cost of $124,714.00 from line item 5382 Water. 3. Trustee Neville moved that the Village Board approve hiring Wildlife Services, Inc. McHenry, Illinois to perform Bat Remediation at 806 East State Street (Village Hall) Cherry Valley, Illinois at a cost of $7,800.00 from line item 5285 Capital Improvements. Trustee Belt seconded. President Schroeder stated that they will be starting on Tuesday September 6, 2022. A roll call vote was taken:

4. Trustee Neville moved that the Village Board waive the rules in regards to bidding for the purchase for a new Service Duty Truck for the Public Works Department as allowed by Illinois State Statute 65 ILCS 5/8-9-1. Trustee Hollembeak seconded. A roll call vote was taken:

5. Trustee Neville moved that the Village Board approve the purchase of a 2022 Ford F 350 Super Duty from Ron Tirapelli Ford, Shorewood, Illinois at a cost of $62,895.24 from line item 5420 Capital Improvements. Trustee Belt seconded.

A lengthy discussion was had as to why we are not cycling out any of the older equipment when we are purchasing new. Village Administrator Claeyssen stated that we have assigned trucks to the Maintenance Worker 2 Employees as part of their compensation package and we will be using this new truck for Snow Plowing and hauling heavy loads. A roll call vote was taken:

6. Trustee Neville moved that the Village Board approve the repair and replacement of a section of guardrail at 77XX Newburg Road, Rockford, Illinois with Northern Contracting, Inc., Sycamore, Illinois at a cost of $2,476.56 from line item 5390 Streets. Trustee Belt seconded. Village Administrator Claeyssen stated that this was a hit and run, we do not have an insurance company to contact regarding the damage. A roll call vote was taken:
