Narrative: The above offender was arrested on March 2, 2023, in the 1100 block of S. Wabash. He was identified as the offender who, on February 21, 2023, threatened a 16-year-old female and struck her arm while the victim was standing on the train platform in the 0-100 block of W. Van Buren (1st District). The offender was placed into custody, at which time it was determined he is a violent offender against youth and is not in compliance with annual registration. He was subsequently charged accordingly.
