City of Prospect Heights Police/Fire Commission met March 29.

Here are the minutes provided by the commission:

CALL TO ORDER - At 4:02 PM, Chairman Hoffman called to order the Regular Meeting of the Fire/Police Commission at City Hall, 8 N Elmhurst Road, Prospect Heights, IL 60070 

ROLL CALL - deputy Clerk Schultheis called roll. A quorum was present 

COMMISSIONERS PRESENT - Chairman Hoffman, Commissioners Fiorito and Riebman. 

OTHER OFFICIALS PRESENT - Police Chief Caponigro and Deputy Clerk Schultheis 

APPROVAL OF MINUTES - 

A. Approval of the Regular February 22, 2023 Meeting Minutes - Commissioner Fiorito moved to approve the Regular February 22, 2023 Meeting Minutes as presented; seconded by Commissioner Riebman. There was unanimous approval. 

ROLL CALL VOTE: 

AYES - Hoffman, Riebman, Fiorito 

NAYS - None 

ABSENT- None 

Motion carried 3 - 0 

CLOSED SESSION - Personnel Matters - At 4:03 PM, Chairman Hoffman moved to go into Closed Session to discuss Personnel Matters; seconded by Commissioner Riebman. There was unanimous approval. 

ROLL CALL VOTE: 

AYES - Hoffman, Riebman, Fiorito 

NAYS - None 

ABSENT- None 

Motion carried 3 - 0 

RETURN TO OPEN SESSION - At 4:30 PM, Open Session resumed. A quorum was present. Chairman Hoffman moved to change the testing process for the Sergeants with a new curriculum and changing the testing/interview format; seconded by Commissioner Fiorito. There was unanimous approval.

NAYS - None 

ABSENT- None 

Motion carried 3 - 0 

Chairman Hoffman moved to have a new test for new officer candidates about May 1, 2023; seconded by Commissioner Riebman. There was unanimous approval.

NAYS - None 

ABSENT- None

NEW BUSINESS 

A. City Video Gaming Machines/Betting - Chairman Hoffman said that she attended the Substance Abuse Conference in Itasca. She said that Lake County has a dedicated amount of funds that is saved for prevention of gambling issues. She would like to see an effort of prevention for residents with gambling problems. Chief Caponigro knows that the State has a program for people with gambling problems; but the person with the problem needs to sign a paper saying that they have a problem, and then they will not be allowed any entry into gambling facilities. It's problematic- most people will not do that. He believes that a Red Flag law would be a better solution. Chairman Hoffman said that there is a training that the Police Social Worker can attend. - No action was taken. 

OLD BUSINESS - None 

DEPARTMENTAL UPDATES/CORRESPONDENCE – Chief Caponigro said that Officer Mullany has been a great addition to the Police Department. He has required almost no training. 

Rocco is doing well with dog training. He is a great dog and is getting ready for certification. Summer Outreach programs are coming soon. The first of the summer events will be Community Day. 

April 10 - City Council Meeting at 6:30 there will be Awards given by the Police Volunteer of the Year and one Unit Citation. 

PUBLIC COMMENT - None 

The Next Regular Meeting of the Fire Police Commission is scheduled for Wednesday, April 26, 2023 at 4 PM, City Hall, 8 North Elmhurst Road, Prospect Heights, IL 60070. – Commissioner Fiorito cannot attend. 

ADJOURNMENT – At 4:42 PM, Chairman Hoffman moved to Adjourn; seconded by Commissioner Fiorito. There was unanimous approval.
