Joint resolution authorizing a contract with Superior Road Striping, Inc., Melrose Park, Illinois, in the amount of $949,833.50 for the removal and replacement of pavement markings, and the removal and replacement of pavement markers on various County highways, which will be improved under the Illinois Highway Code for a total of 64.1 centerline miles and appropriating $1,140,000 of Motor Fuel Tax funds.
- The County maintains over 300 total centerline miles and more than 900 total lane miles of pavement markings and pavement markers for medians, lane lines, and cross walks.
- There was a public call for bids, and a total of one bid was received, for $949,833.50, and the lowest responsible bidder is Superior Road Striping, Inc., Melrose Park, Illinois, in the amount of $949,833.50.
- This project is included in the Transportation Improvement Program, and designated as Section 23-00000-15-GM.

Joint resolution authorizing a contract with Conference Technologies, Inc of Itasca, Illinois, in the amount of $43,538.70 for the standardization and upgrades for the audio/visual equipment in the Public Works Maintenance Training Conference Room.
- There is a need to provide ongoing technical and safety training for the workforce to be effective and safe. Training is provided on the use of specialized equipment, policy, and procedures while performing work in difficult environment, i.e., confined spaces and trenches. The Training Conference Room is also used by other departments for meetings/trainings.
- Purchasing identified a cooperative purchasing contract with Conference Technologies, Inc of Itasca, Illinois, through a Joint Purchasing contract.
- Pursuant to Article 33.115 Cooperative Joint Purchasing of the Lake County Purchasing Ordinance, Lake County may participate in a cooperative purchasing agreement.
- This resolution authorizes and directs the County Purchasing Agent to execute a contract with Conference Technologies, Inc, Itasca, Ilinois, in the amount of $43,538.70 for technology equipment and services to standardize and upgrade the Public Works Maintenance Training Conference Room.
Joint resolution authorizing a contract with Standard Equipment of Elmhurst, Illinois, in the amount of $50,000 for the term of four months for leasing a Vactor Sewer Cleaner for the Public Works sanitary sewer cleaning and inspections.
- Lake County Public Works owns, operates, and maintains over 470 miles of sanitary sewer pipe, seven regional interceptors and 112 sanitary lift stations and pump stations throughout the County.
- There is a need to lease an industrial vacuum truck, or “Vactor”, to perform sewer cleaning and inspections.
- Purchasing identified a cooperative purchasing contract with Standard Equipment, Elmhurst, Illinois, through a Joint Purchasing Vactor Manufacturing Cooperative Agreement to procure equipment, products, or services. The current term of the contract is through November 29, 2025.
- Pursuant to Article 33.115 Cooperative Joint Purchasing of the Lake County Purchasing Ordinance, Lake County may participate in a cooperative purchasing agreement with Joint Purchasing Vactor Manufacturing.
- This resolution authorizes and directs the County Purchasing Agent to execute a contract with Standard Equipment, Elmhurst, Illinois, in the amount of $50,000 for the term of four months, said period ends November 30, 2023, for leasing equipment, products or services.
Joint resolution authorizing execution of a contract with Manusos General Contracting Inc. of Fox Lake, Illinois, in the amount of $7,347,000 for the White Deer Run Reservoir Project.
- Lake County Public Works’ Vernon Hills Water System serves approximately 30,000 residents in in the Village of Vernon Hills and surrounding areas, including unincorporated Knollwood and Rondout, as well as parts of Mettawa.
- Additional drinking water storage is required to provide reliable and resilient service to these communities, which include transit/employment centers, educational institutions, and increasing redevelopment.
- The most economical and efficient method to provide storage is to construct a new two-million-gallon water storage reservoir at the White Deer Run site in Vernon Hills.
- The County received bids from four contractors for the work to construct the reservoir, ranging from $7,347,000 to $10,849,417.
- Award of this contract is recommended to the lowest responsive and responsible bidder, Manusos General Contracting Inc. of Fox Lake, Illinois, in the amount of $7,347,000.
- This resolution authorizes and directs the County Purchasing Agent to execute a contract with Manusos General Contracting Inc. of Fox Lake, Illinois, in the amount of $7,347,000.
Joint resolution authorizing an agreement with Christopher B. Burke Engineering, LTD, Rosemont, Illinois, in the amount of $458,000 for construction engineering services associated with the White Deer Run Reservoir Project.
- Lake County Public Works’ Vernon Hills Water System serves approximately 30,000 residents in in the Village of Vernon Hills and surrounding areas, including unincorporated Knollwood and Rondout, as well as parts of Mettawa.
- Professional services are required for project management and construction engineering services for construction of a two-million-gallon reservoir providing drinking water storage to these communities.
- Lake County Board authorized contract #22125-1 with Christopher B. Burke Engineering, LTD on October 11, 2022, as the principal agent of Lake County Public Works in the management of administrative duties of project management, providing construction engineering services, reviewing design, and bid documents in the amount of $300,000 per fiscal year.
- The construction engineering services for the White Deer Run Reservoir Project is $458,000, which exceeds the Christopher B. Burke Engineering, LTD contract #22125-1 annual allowance for professional services.
- Lake County procured a standalone contract from Christopher B. Burke Engineering, LTD. in accordance with the Purchasing Ordinance and the Local Government Professional Services Selection Act.
- This resolution authorizes and directs the County Purchasing Agent to execute an Agreement for Professional Services with Christopher B. Burke Engineering, LTD. of Rosemont, Illinois, in the amount of $458,000 for this work.

Joint resolution authorizing a contract with Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $2,552,377.77 for the resurfacing of Hunt Club Road, from Illinois Route 173 to State Line Road, which will be improved under the Illinois Highway Code for a total of two miles and appropriating $3,063,000 of Matching Tax funds.
- The improvement will include pavement resurfacing, widening of paved shoulder, curb and gutter replacement, guardrail replacement, culvert repairs, shoulder and centerline rumble strip installation, and other related items.
- There was a public call for bids, and a total of two bids were received, ranging from $2,552,377.77 to $3,049,971.47, and the lowest responsible bidder is Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $2,552,377.77 .
- This project is included in the Transportation Improvement Program with construction in 2023 and is designated as Section 21-00096-05-RS.
Joint resolution authorizing an agreement with the State of Illinois/Illinois Department of Transportation (IDOT), for improvements at the intersection of Illinois Route 120 and O’Plaine Road and appropriating $170,000 of ¼% Sales Tax for Transportation funds.
- The Illinois Department of Transportation (IDOT) will be improving the intersection of Illinois Route 120 at O’Plaine Road.
- The improvement will widen the intersection to provide dual left turn lanes on Illinois Route 120, sidewalk on the east side of O’Plaine Road, and install a new traffic signal at the intersection.
- The County’s share of the project for the improvements to O’Plaine Road is estimated to be $141,623.
- This project is included in the Transportation Improvement Program with construction expected to begin in 2023 and is designated as Section 23-00999-96-TL.
Ordinance requesting the conveyance of parcels of land for right-of-way and easements from the Village of Fox Lake and authorizing an agreement with the Village of Fox Lake for the Illinois Route 59 at Grand Avenue intersection improvement project.
- The County needs right-of-way and easements from the Village of Fox Lake (Village) in order to construct the improvement.
- The Village is desirous that the County include construction of a multi-use path and street lighting as part of the improvement. The Village also owns watermain within the project limits that requires modification.
- The Village will reimburse the County for its share of the engineering and construction costs associated with these improvements, estimated to be $1,171,813.50.
- The Village Board approved this agreement at its October 11, 2022, meeting.
- This project is included in the Transportation Improvement Program, with construction planned to begin in 2023 and designated as Section 10-00279-01-CH.
Joint resolution authorizing an agreement with Baxter & Woodman, Inc. of Crystal Lake, Illinois, for Phase III construction engineering services for improvements at the intersection of Illinois Route 59 at Grand Avenue, at a maximum cost of $994,401 and appropriating $1,195,000 of ¼% Sales Tax for Transportation funds.
- Baxter & Woodman, Inc. of Crystal Lake, Illinois, will be utilized to perform the Phase III construction engineering services for intersection improvements to Illinois Route 59 at Grand Avenue.
- Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.
- The Lake County Division of Transportation’s Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.
- The Lake County Division of Transportation received Statements of Interest and Qualifications from 13 engineering firms, of which three firms were shortlisted and presented to a consultant selection committee.
- This project is included in the Transportation Improvement Program with construction starting in 2023, and is designated as Section 10-00279-01-CH.
Joint resolution authorizing an agreement with Ciorba Group, Inc., Chicago, Illinois, to provide Phase II professional engineering services for improvements along Wadsworth Road, from Illinois Route 131 to Sheridan Road, at a maximum cost of $3,048,093 and appropriating $3,658,000 of ¼% Sales Tax for Transportation funds.
- Ciorba Group, Inc., Chicago, Illinois, will be utilized to complete these Phase II design engineering services for improvements along Wadsworth Road from Illinois Route 131 to Sheridan Road. The improvements include pavement resurfacing, pavement widening to install a center two-way left turn lane, replacement of the existing Bull Creek culvert, replacement of existing retaining walls , and will include non-motorized improvements.
- Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.
- The Lake County Division of Transportation’s (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.
- LCDOT received and evaluated Statements of Interest and Qualifications from 11 professional firms, of which three were short-listed and presented to a consultant selection committee.
- This project is included in the Transportation Improvement Program, and is designated as Section 19-00055-08-RS.
