City of Prospect Heights City Council met June 12.

CALL TO ORDER AND ROLL CALL – At 6:37 PM, Mayor Ludvigsen called to order the Regular Meeting of the Prospect Heights City Council at City Hall, 8 N Elmhurst Road, Prospect Heights, IL 60070.

Deputy Clerk Schultheis read the preamble to the meeting.

City Clerk Prisiajniouk called roll. A quorum was present.

ELECTED OFFICIALS PRESENT: Mayor Ludvigsen, Treasurer Tibbits, City Clerk Prisiajniouk Aldermen - Dolick, Anderson, Dash, Cameron

ABSENT - Alderman Morgan-Adams (with previous notification)

OTHER OFFICIALS PRESENT - City Administrator Wade, Assistant City Administrator Falcone, Deputy Clerk Schultheis, Public Works Director Roscoe, Director of Building and Development Peterson, Police Chief Caponigro, Attorney Hess, and Digital Communications Technician Colvin.

APPROVAL OF MINUTES 

A. May 22, 2023 City Council Regular Meeting Minutes - Alderman Dolick moved to approve the May 22, 2023 City Council Regular Meeting Minutes as presented; seconded by Alderman Dash.

PRESENTATIONS 

A.Presentation by Police Chief Bill Caponigro RE: Police Officer Lateral Transfers and Compensation Chief Caponigro said that although he had reserved a spot at the September 17 Police Academy for a new recruit, he may not have any qualified recruits. There were only 20 applicants that signed up for the June 17 test.

There are no part-timers left at the Police Department, and the Department is down two officers. The Police Department is looking to hire from a lateral list of Police Officers that want to transfer, mainly from the Chicago Police Department. He said that there has been a shift towards hiring laterals.

Laterals are already trained, and have been officers for at least two years. They do not have to go through the Police Academy. 

Chief Caponigro noted that Prospect heights hires laterals at a lower pay scale than other municipalities. He said that Mount Prospect hires laterals at $97 thousand per year; while Prospect Heights hires at the bottom range.

Chief Caponigro is proposing that the City offer comparable pay scale of $85,586 minimum up to $100,214 for lateral officers with six or more years of experience.

Alderman Dolick asked if action needed to be taken by the Council. City Administrator Wade said that this does not require a resolution, just consent of the Council.

Mayor Ludvigsen asked if the laterals are accepted, do we still put together a new list? Chief Caponigro said that, by law, the City must have an updated list every two years, and that list is currently exhausted. There is a test on June 17 for new applicants. He said that the City could hire a lateral "on the spot." New officers needed interviews, medical and psychological tests, and evaluations followed by training.

Alderman Cameron asked if there were restrictions regarding officers staying? Chief Caponigro said that if a candidate quit within two years they had to pay for all of their training. He said that laterals had to be in good standing, and had to have resigned their job before applying for a new job.

The general consensus was in favor of the proposed lateral pay plan.

Wheeling Road for a Price of $25,950 and Allowance for a 10% Contingency for Unforeseen Conditions that May Arise During the Project – Alderman Dolick moved to approve R-23-12 Staff Recommendation of Bid Award and Resolution Authorizing a Demolition Contract with Arkana, Inc. for the Property Located at  214 S. Wheeling Road for a Price of $25,950 and Allowance for a 10% Contingency for Unforeseen Conditions that May Arise During the Project; Seconded by Alderman Dolick.
