City of Wheaton Historic Commission met June 20.

Here are the minutes provided by the commission:

I. Call to Order 

The meeting was called to order at 7:00 pm.

Present in person: Steve Beach (Chair), Louise Ferrebee (Vice Chair), Bob Purdy (Secretary), Lisa Buchanan (Treasurer), Nancy Flannery, Sophia Ruffolo, Joe Szczepaniak

Present electronic: Emelie Engling

Public: Frank Principe

II. Public Comments 

Frank Principe, a former historic commissioner, and retired Supervisor at Wheaton Post Office, shared the history of the time capsule at the post office. He also presented some history of the post office, originally a Federal Building. A ceremonial re-opening of the time capsule is set for July 1, 2033, 100 years after it was placed. The post office time capsule was one of several that Frank researched when serving as commissioner. Information on all of the time capsules, including photos and document links, is published on the City of Wheaton website.

III. Approval of Minutes 

Re-Approval of March 21 meeting minutes submitted with incorrect date: Done on a motion by Lisa, seconded by Sophia, and passed unanimously.

Minutes of the April 18, 2023 meeting were approved on a motion by Joe, seconded by Louise, and passed unanimously.

IV. Old Business 

A. Preservation Month Wrap-up 

1. Letters mailed to Register homeowners: This is an important and necessary part of the sign program; it will be a priority next year.

2. Extend sign placement for one more week: A motion to have 2024 signs to go up on May 3-4 and come down May 18-19 was made by Lisa, seconded by Joe, and passed unanimously.

3. New large banners: Louise will be planning on three additional banners for next year, along with mounting materials. Placement will be at four locations: Adams Park, French Market, Wheaton Park District property, and City Hall.

4. Sign Storage: Nancy will be contacting Andrea to arrange storage of the new signs in the City Hall Annex space that has become available to the commission.

V. New Business 

A. Assignment of contact person for the CWHC's partner organizations: This will be the Chair, and is also in agreement with the requirement of the Chair being the holder of the new email address, Wheaton HistoricCommission@wheaton.il.us

B. July 1 The First Shot at Gettysburg event with DCHM and Illinois National Guard: Nancy presented details on the schedule of this reenactment which will include presentations at the Museum, an awards ceremony, and Marcellus Jones home tours. Our partner table display in Adams Park will include a life-size cut-out of Marcellus Jones for photographs.

C. New owner of 221 E Illinois: Ideas & Ink interior design, Jennifer Meyer-Penfield, owner.

Recent donations: Connie Knippen has donated to CWHC a number of framed recognition awards along with old Wheaton photographs. We will need clarification on the status of the items in order to determine their value as donations.

E. New Executive Director of the Glen Ellyn Historical Society: Jeffrey Anderson

F. Outline of commission administrative procedures: This is being posted on SharePoint for discussion.

G. House of Seven Gables nomination to the National Register of Historic Places: Nancy will be posting the WebEx link to the upcoming Illinois Historic Sites Advisory Council Meeting on June 30. This is a virtual event and will be an opportunity for members to view the presentations. Nancy also distributed the original Seven Gables application.

VI. Commissioner Comments 

Joe shared renderings of the new Peoples Resource Center building proposal made to the Downtown Design Review Board.

Nancy has secured approval for a Historic Commission table at the French Market.

Louise attended the Bob Goldsborough lecture about Edward Hurley and Hurley Gardens.

Bob reported on the new CA&E exhibit at DuPage County Historical Museum, The Roarin' Elgin. Three talks about the railroad are scheduled at the museum in the Fall: August 26, September 30, and October 26.

VII. Adjournment 

Louise moved to adjourn, Joe seconded, the motion passed unanimously; the meeting concluded at 8:58 pm.
