Summary: The Department of Transportation and Highways respectfully requests approval of the proposed contract between the County and BLA, Inc., Itasca Illinois. This contract provides for construction management services for the Old Orchard Road from Wood Drive to Skokie Boulevard in accordance with the Illinois Department of Transportation (IDOT) requirements. Services include oversight in construction supervision, inspection and documentation in pre-construction, construction, and post construction phases. The Consultant will provide qualified individuals who will work under the direction and guidance of the Department's Bureau of Construction in various roles. Roles include project manager, resident engineer, assistant resident engineer, inspector, and others as required. The Consultant may be tasked to coordinate with property owners, businesses, community stakeholders and utility companies as well as with various Municipal, County, State and Federal departments when applicable.

This contract is awarded pursuant to a publicly advertised Request for Qualifications (RFQ) in accordance with Cook County Procurement Code. BLA, Inc. was selected based on established evaluation criteria.

A motion was made by Vice Chairwoman Gordon, seconded by Commissioner Morita, to recommend for approval 23-2681. The motion carried by the following vote:
