City of Wheaton Commission on Aging met Aug. 10.

Here are the minutes provided by the commission:

I. Call to Order & Roll Call 

The regular meeting of the Commission on Aging was held on Thursday, August 10, 2023. Kristine Eisenmann called the meeting to order at 7:02 pm .

II. Designation of Chair Pro-Tem 

Motion moved to appoint Russ Stock as Chair Pro-Tem by Gary Wente, Second by Jan Kay. Approved.

III. Approval of Minutes 

Motion moved to approve the Minutes by Gary Wente. Seconded by Tony DeLeonardi. Approved.

IV. Correspondence 

V. Old Business 

1) Social Services Coordination with Wheaton Police Department-Deferred to next meeting

2) Senior Services Gap Analysis - postpone discussion until all below are completed

3) Senior Housing Assistance Program Policy and Procedures Manual - Stu Johnson and Suzanne Mennecke

After much discussion, decided to adopt the Purpose & Policy as posted on current website. (copy attached)

4) Resource Binder Development - Kristine Eisenmann and Russ Stock Binder and contents given to Carly. Hopefully will be reproduced, and Binders/Contents given to all commission members at next meeting.

5) Advocacy Services Program - Tony DeLeonardi, Jan Kay, and Mike Gresk Report Summary reviewed and accepted. (copy attached) Also, to include: Attaining Housing Toolkit (found on current website)

6) Vendor List Development - Tony DeLeonardi, Jan Kay, and Mike Gresk Discussion around any liability in recommending any vendors. We should offer services. as outlined in our Resource Binder and Informational Packets

7) Public Awareness - Marketing - Tom Teune and Gary Wente

Continue to provide pertinent articles/information to Communications Department at City of Wheaton, and/or Comcast Public Channel, where appropriate.

VI. New Business 

1) Approval of CY2024 - Proposed Income Cap

Reviewed proposal. Agreed to increase Income Cap to $32,050 (Wente moved, Mennecke seconded. Approved)

2) Approval of CY2024 - Monthly Stipend Amounts and Proposed Budget Discussed. Have a 'tentative' monthly stipend of $250 for BOTH Homeowners and Renters. Tabled until next meeting for final vote.

3) CY2024 Application Review/Approval

Reviewed/Approved ----WITH FOLLOWING CHANGES TO BE MADE

On Cover Letter- Include under requirements section

- "Agrees to In-Person Interview"

- "I/we reside in the residence for 9+ months of the year"

- "If residency changes, I will notify 'Commission on Aging"

On Application - Include the following at end of Section 7 Acknowledgment

- Underline the phrase 'no objection to a confidential personal in-person interview'

- Include: "If residency changes, I will notify 'Commission on Aging' 

4) Review/Approve Aging Commission Assistance homeowner/renter interview questions 

5) Review/Approve Aging Commission homeowner/renter informational handouts Carly update your information onto Information Packet for Homeowners 2 places, on last 2 pages. Also, update your information onto Information Packet for Renters 1 place, on last page.

6) Senior Assistance Program Advertising

Continue to advertise this program in City of Wheaton Newsletter AND Water Bills Carly- can we/you send a Notice of this Program to the Wheaton Library, and local Wheaton Churches/Religious Organizations, and Milton Township?

7) CY2023 Senior Assistance Summary Review

8) Senior Fair -

Discussion around sponsoring an event with Wheaton Police Officer assigned to Senior Services to explain various programs of City, and we present the Housing Stipend Program. Will explore further when we have an Officer attend one of our meetings.
