City of Wheaton Historic Commission met Aug. 15.

Here are the minutes provided by the commission:

I. Call to Order

The meeting was called to order at 7:01 p.m.

Present In-person – Louise Ferrebee (Chair), Nancy Flannery, Sophia Ruffolo , Lisa Buchanan, Joe Szczepaniak (acting Secy). Electronically – Emelie Engling Absent – Bob Purdy

II. Public Comments

Evelyn Kapitaniuk (Evie) – was present on behalf of her father, with his knowledge and permission, to address application of 815 N. Scott Street to the Wheaton Register of Historic Places.

III. Approval of July Minutes

Approved as amended - Minutes of the July, 2023 meeting approved as amended regarding ‘artifacts” on a motion by Nancy, seconded by Lisa, and passed unanimously.

IV. Old Business

• Policy and Procedures Updates

o Treasurer Expenses—agreed on a policy for minimal expenses. The expense will be reimbursed if: the expense is under $100, is related to an approved program, and a receipt is provided.

o This is not meant to be an “official manual” but is meant to be a guidebook. Document will be retitled “How To Guide” or something similar. Will continue to revise as necessary, goal is to finalize by October. Afterwards will seek a way to keep a history of revisions.

• Wheaton Register of Historic Places application and process: Review of v2 documents, to be continued at next meeting

• Tours:

o Tour of Seven Gables – Bob Goldsborough will advise.

o Walking Tours on Historic Register Map – Lisa shared her experience- will look to start with a compact area, a subset of the GIS map.

• Publicity – Sophia will continue with posts to Social Media.

o Table at French Market – Set for 9/2

o Will have past brochures, tablecloth, and information on applying for open Board positions

o Social Media Posts

o Business cards with GIS site QR code and URL

V. New Business

• Commission Vacancies and Officers

o Request for new members

o Emelie—not seeking reappointment when term ends in October

o She has been a member for 24 years

• Register of Historic Places new applications:

o 815 N. Scott Street

o Commissioners discussed qualification of home, including age and other criteria. 

o Potential points of interest

o Was owned by Isaac & Alberta Wheaton

o Elm Addition / “subdivision”

• Preservation Month 2024 - discussion tabled until September

• Events

o “Smashed: Wheaton Train Wrecks” lecture by Bob Goldsborough, Wednesday Sept. 6 at Wheaton Public Library

o 15 signups already

• Louise – “Keep the Commission the Commission”

• Lisa – Red Grange posting on Facebook. Concern about placing a Bollard in front of someone’s private home. Can it be added to “Red Grange “ Football Field?

• Nancy – She has found a number of articles on Addams Park/ Longfellow school.

VIII. Adjournment – Joe moved to adjourn, Sophia seconded, the motion passed unanimously; the meeting concluded at approximately 9 p.m.
