City of Wheaton City Council met Sept. 18.

1. Call to Order and Roll Call
The regular Wheaton City Council Meeting was called to order at 7:00 p.m. by Mayor Philip J. Suess. Upon roll call, the following were:

2. Presentation
City Manager Dzugan reflected upon Police Chief William Murphy's 33 years of service to the City of Wheaton Police Department. City Manager Dzugan recognized and highlighted numerous department enhancements made under Chief Murphy's leadership including community engagement programing and enhanced department transparency.
Chief Murphy gave credit to his staff for their contributions and dedication throughout his leadership. He expressed appreciation to the City of Wheaton for their support of the Police Department and encouraged continued support under the leadership of his successor, Deputy Chief Princeton Youker.
Councilman Barbier attributed the Police Department's great culture to Chief Murphy and wished him well in retirement.
Councilwoman Bray-Parker accredited the Police Department's advancements to Chief Murphy's leadership.
Councilman Brown expressed gratitude for Chief Murphy's service to the community.
Councilman Weller expressed gratitude for Chief Murphy's service and leadership and wished him well in his well-earned retirement.
Councilwoman Robbins thanked Chief Muphy for his professionalism, dedication and for always taking the time to listen.
Mayor Suess expressed appreciation for Chief Murphy's service and for his contributions made to move Wheaton ahead ofthe curve related to public safety. He highlighted his community engagement efforts which allowed the community to gain a better understanding of the Wheaton Police Department.
3. Citizens to be Heard
Christy Needham, 1311 N. Carlton Ave., expressed opposition regarding the Wheaton Park District Cosley Zoo proposed parking lot on Gary Ave. She detailed concerns related to the project's potential impact on the community referencing criteria in the Wheaton Zoning Ordinance and questioned the legality of the Intergovernmental Agreement between the City of Wheaton and the Park District.
Steven Bense, 825 Parkside Dr., asked the City Council to consider various concerns related to the Proposed Stormwater Fees assessment calculations. City Manager Dzugan noted that the City continues to collect feedback from the public and invites the public to an upcoming forum on September 21, 2023 at6 p.m.
Kevin Needham, 1311 N. Carlton Ave., expressed opposition regarding the Wheaton Park District Cosley Zoo proposed parking lot on Gary Ave. He detailed concerns related to taxpayer costs and the Intergovernmental Agreement between the City and the Park District. He asked the City Council to deny the Park District's proposal.
Sharon Beiersdorf, 766 Ralph Ct., expressed opposition regarding the Wheaton Park District Cosley Zoo proposed parking lot on Gary Ave. She noted the current size of Cosley Zoo and its benefits to families with young children. She detailed concerns related to the disruption ofwetlands and the Park District's inconsistent public information.
Brendan Lee, 752 Ralph Ct., expressed opposition regarding the Wheaton Park District Cosley Zoo proposed parking lot on Gary Ave. hle detailed concerns related to increased traffic, pedestrian safety and questioned the legality ofthe project.
Silvester Bernhardt, 1317 N. Carlton Ave., expressed opposition regarding the Wheaton Park District Cosley Zoo proposed parking lot on Gary Ave. He presented slides to the council detailing both flooding concerns and the ratio of parking to zoo park acreage.
Mary Lee, 1310 N. Carlton Ave., expressed opposition regarding the Wheaton Park District Cosley Zoo proposed parking lot on Gary Ave. She expressed concerns related to zoning, flooding, permeable pavers, gravity, and the proposed number of parking spaces with relation to park acreage.
Bruce Beiersdorf, 766 Ralph Ct., noted the location of a retention pond which is no longer existent on a map of the Wheaton Park District Cosley Zoo proposed parking lot.
4. Consent Agenda
Councilman Barbier moved and Councilwoman Bray-Parker seconded that the following action be taken on the Consent Agenda items:

Councilman Brown moved and Councilman Weller seconded that R-2023-80, A Resolution Authorizing the Execution of Agreement No. 414 with Schroeder & Schroeder, Inc. for the 2023 Concrete Panel Replacement Program for a Total Amount Not to Exceed $250,000, be adopted.

Councilman Brown moved and Councilman Barbier seconded that R-2023-81, A Resolution Authorizing the Execution of Agreement No. 413 with Clark Dietz, Inc. for Professional Engineering Services for a Fueling Site Renovation at Public Works for a Total Amount Not to Exceed $116,125, be adopted.
City Manager Dzugan stated two proposals were received to design the replacement of the City's existing fuel station at Public Works. He highlighted the importance of understanding the City's continued need for fossil fuels as outlined in staff's memorandum, detailing it is believed that electricity will not be the sole source of the City's equipment and vehicles.

Councilman Barbier moved and Councilwoman Robbins seconded that 0-2023-36, An Ordinance Amending City of Wheaton Ordinance Number F-1631, As Amended "An Ordinance Amending the Wheaton Zoning Ordinance Map and Granting a Special Use Permit for a Planned Unit Development - Former Hubble Middle School", be passed.
City Manager Dzugan reflected upon the September 11, 2023, Public hearing where City Council was the hearing body for a Planned Unit Development amendment requested by the Wheaton Park District to install two additional lights and poles for softball field number 31 located in the Central Athletic Complex, locatedat501SMainSt.

9. Council Comment
Councilwoman Bray-Parker thanked the Community Relations Commission for their efforts to make the Festival of Cultures a successful community event.
Councilwoman Robbins recognized the upcoming event, Dinos in Downtown Wheaton, on display from September 25, 2023, through October 8, 2023. She detailed the event will bring 10 life sized dinosaurs throughout the Downtown area, coordinated by Allison Orr with the Downtown Wheaton Association.
10. Approval of Warrant
Councilman Barbier moved and Councilwoman Bray-Parker seconded that Warrant No. 856 in the amount of $1,336,654.21, be approved.
