City of Wheaton Public Library Board Finance Committee met Nov. 2.

Here are the minutes provided by the board:

I. Call to Order 

Present in-person at roll call were Finance Committee Chair Christine Fenne, Al Herbach, Steve Siemer and President Laurie Metanchuk. Absent: None. Library Director Betsy Adamowski and Library Finance/Business Office Manager Lisa Christell-Sandri were also present.

II. Citizens to be Heard 

None

III. Discussion of Wheaton Public Library CY2024 Budget 

Mrs. Adamowski began by going over her meeting last week with City Manager Mike Dzugan and Finance Director Bob Lehnhardt. She informed the committee that the Library's 2024 Draft Budget contains the additional $200,000 (or 4.7%) in the Property Tax revenue in addition to two transfers of overages from the liability insurance and the health insurance funds that total $110,065. In that meeting, City Manager Dzugan said that, at the Council's Budget Workshop for the Library, he will include an explanation to the Council of these transfers. Mrs. Adamowski went on to emphasize that, globally, libraries are doing more services, such as passports, license renewals, etc. She noted that the amount of staff required is greater, along with a need for increased skillsets. Further discussion centered around the presentation of budget items and the response to Councilman Brown's questions concerning the Library.

IV. Adjournment 

Mr. Siemer moved and Mr. Herbach seconded to adjourn. A voice vote was taken and the motion for adjournment was carried at 7:44 p.m.
