CALL TO ORDER

The agenda meeting of the Board of Trustees of the Village of Rosemont was called to order at 9:21 a.m.

II. REGULAR BOARD MEETING AT 9:30 A.M.

CALL TO ORDER

The regular meeting of the Board of Trustees of the Village of Rosemont was called to order at 9:33 a.m.

Others in attendance: Village Attorneys Donahue, Ryan, and Clerk Drehobl APPROVAL OF MINUTES

1. A motion was made by Trustee Dorgan, seconded by Trustee Fazio to approve the regular board meeting minutes and agenda meeting minutes of October 9, 2023. A vote on the motion was unanimous. Motion carried.

1. A motion was made by Trustee Dorgan, seconded by Trustee Minale to approve and ratify the following paid bills:

ORDINANCE NO. 2023-11-13 / RENEW A $3,000,000.00 LINE OF CREDIT AT PARKWAY BANK & TRUST COMPANY

1. A Motion was made by Trustee Dorgan, seconded by Trustee DiMatteo to approve Ordinance No. 2023-11-13, an Ordinance authorizing the Village of Rosemont to renew a $3,000,000.00 line of credit at the Parkway Bank & Trust Company (loan number 36953) on which the interest is intended to be tax-exempt.

ORDINANCE NO. 2023-11-13A / AMENDING CHAPTER 5 OF TITLE 3 OF THE VILLAGE  CODE / HOTEL AND MOTEL TAX

2. A Motion was made by Trustee Dorgan, seconded by Trustee Minale to approve Ordinance No. 2023-11-13A, an Ordinance amending Chapter 5 of Title 3 of the Village Code to include a Hotel and Motel tax on stays 30 days and longer.

ORDINANCE NO. 2023-11-13B / VILLAGE’S EMPLOYMENT POLICIES, RESOLUTIONS OR ORDINANCES FOR EMPLOYEES NOT SUBJECT TO COLLECTIVE BARGAINING  AGREEMENTS

4. A Motion was made by Trustee Dorgan, seconded by Trustee Fazio to approve Ordinance No. 2023-11-13B, an Ordinance ratifying all of the Village’s employment policies, resolutions or ordinances for employees not subject to collective bargaining agreements and exercising its home rule power to pre-empt and reject the applicability of Public Act 102-1143 to the Village of Rosemont.

ORDINANCE NO. 2023-11-13C / VILLAGE’S COLLECTIVE BARGAINING AGREEMENTS BY ORDINANCE

5. A Motion was made by Trustee Dorgan, seconded by Trustee Minale to approve Ordinance No. 2023-11-13C, an Ordinance ratifying all of the Village’s collective bargaining agreements by ordinance and exercising its home rule power to pre-empt and reject the applicability of Public Act 102-1143 to the Village of Rosemont.

ORDINANCE NO. 2023-11-13D / AMENDING SECTIONS 1 AND 3 OF VILLAGE OF  ROSEMONT ORDINANCE NO. 95-2-1 / PROVIDING GRANTS TO THE OWNERS OF OWNER-OCCUPIED RESIDENTIAL PROPERTY LOCATED WITHIN THE VILLAGE OF ROSEMONT

6. A Motion was made by Trustee Dorgan, seconded by Trustee DiMatteo to approve Ordinance No. 2023-11-13D, an Ordinance amending Sections 1 and 3 of Village of Rosemont Ordinance No. 95-2-1 “an Ordinance providing grants to the owners of owner occupied residential property located within the Village of Rosemont.”

ORDINANCE NO. 2023-11-13E / AMENDING ORDINANCE 2025-1-14 TO INCREASE THE  AMOUNT THE VILLAGE OF ROSEMONT MAY LOAN FROM ITS GENERAL FUND TO THE SPECIAL TAX ALLOCATION FUND FOR HIGGINS/MANNHEIM ROAD TIF NO.7

7. A Motion was made by Trustee Dorgan, seconded by Trustee DiMatteo to approve Ordinance No. 2023-11-13E, an Ordinance amending Ordinance 2015-1-14 to increase the amount the Village of Rosemont may loan from its general fund to the special tax allocation fund for the Higgins/Mannheim Road TIF No. 7 Tax Increment Financing Redevelopment Project Area from $15,000,000.00 to $27,000,000.00.

PROPOSAL FROM GENCO LLC. / IMPROVEMENTS TO THE VILLAGE’S NORTH  BOOSTER STATION

8. A Motion was made by Trustee Dorgan, seconded by Trustee DiMatteo to approve a proposal from Genco LLC. for improvements to the Village’s north booster station in the amount of $570,700.00.

MEMORANDUM OF UNDERSTANDING / VILLAGE OF ROSEMONT’S PARTICIPATION  IN THE 2022 ASSISTANCE TO FIRE FIGHTERS GRANT

1. A Motion was made by Trustee DiMatteo, seconded by Trustee Fazio to approve a Memorandum of Understanding for the Village of Rosemont’s participation in the 2022 Assistance to Fire Fighters Grant (AFG) Program Regional Grant Application.

ORDINANCE NO. 2023-11-13F / FIRST AMENDMENT TO REAL ESTATE PURCHASE AGREEMENT / PORTION OF THE TIF NO. 7 REDEVELOPMENT PLAN AND PROJECT  AREA

1. A Motion was made by Trustee Fazio, seconded by Trustee DiMatteo to approve Ordinance No. 2023-11-13F, an Ordinance ratifying and authorizing the execution of a First Amendment to Real Estate Purchase Agreement for a portion of the TIF No. 7 Redevelopment Plan and Project Area. (TIF 7 – 6608 N. Mannheim / Portillo’s Storage License)

2. A Motion was made by Trustee Fazio, seconded by Trustee DiMatteo to approve Ordinance No. 2023-11-13G, an Ordinance authorizing a First Amendment to Redevelopment and TIF Assistance Agreement for a portion of the TIF No. 7 Redevelopment Plan and Project Area. (TIF 7 – Curto Hotel)

ORDINANCE NO. 2023-11-13H / AMENDMENT TO DEVELOPMENT AGREEMENT AND GROUND LEASE / APPROVING A PARKING AGREEMENT FOR A PORTION OF THE  TIF NO. 6 REDEVELOPMENT PLAN AND PROJECT AREA

3. A Motion was made by Trustee Fazio, seconded by Trustee Minale to approve Ordinance No. 2023-11-13H, an Ordinance approving an Amendment to Development Agreement and Ground Lease and approving a Parking Agreement for a portion of the TIF No. 6 Redevelopment Plan and Project Area. (Hyatt Rosemont/TIF 6 Village Hall Garage)
