City of Wheaton City Council met Dec. 4.

Here are the minutes provided by the board:

1. Call to Order and Roll Call 

The regular Wheaton City Council Meeting was called to order at 7:00 p.m. by Mayor Philip J. Suess. Upon roll call, the following were:

2. Presentations

Mayor Suess read and presented a proclamation proclaiming December 8th and 9th, 2023 as "Christmas Sharing Weekend" to Ms. Julie Nelligan, President of Christmas Sharing Wheaton Warrenville. Ms. Nelligan thanked the City of Wheaton for their support and reported 750 families from Community Unit School District 200 will be served at three sites providing food, sundries, toys and gift cards.

4. Consent Agenda 

Councilman Barbier moved and Councilwoman Robbins seconded that the following action be taken on the Consent Agenda items:

1. Approve the minutes of Regular Meeting - November 20, 2023, as submitted. 

2. First reading of An Ordinance Amending the Official Motor Vehicle and Traffic Schedules (Chapter 70) for the City of Wheaton - Cherry Street.

5. Adopt Resolution R-2023-103, A Resolution Authorizing the Purchase of Two (2) Replacement Ambulances from American Response Vehicles in Accordance with the Houston - Galveston Area Council Cooperative Purchasing Program's Contract #AM10-23 for a Total Amount Not to Exceed $551,880.90 

Councilman Brown moved and Councilwoman Bray-Parker seconded that R-2023-103, A Resolution Authorizing the Purchase of Two (2) Replacement Ambulances from American Response Vehicles in Accordance with the Houston - Galveston Area Council Cooperative Purchasing Program's Contract #AM10-23 for a Total Amount Not to Exceed $551,880.90, be adopted. 

City Manager Dzugan stated staff recommended preordering 2 ambulances with delivery expected in 2 1/2 to 3 years, due to production schedule delays, resulting from auto strikes and supply chain issues. He reported both units will be charged upon delivery and the retiring units are expected to have more than 100,000 miles at the time of replacement. 

In response to Councilwoman Bray- Parker, Chief Brill estimated the value of the retired units at auction to be approximately $5,000 - $12,000 depending on the condition.

6. Adopt Resolution R-2023-104, A Resolution Authorizing the Execution of Agreement No. 428 with John Neri Construction Co., Inc. for Cadillac & Wakeman Flood Improvements for a Total Amount Not to Exceed $3,737,142 and a 3% Contingency 

Councilwoman Bray-Parker moved and Councilman Barbier seconded that R-2023-104, A Resolution Authorizing the Execution of Agreement No. 428 with John Neri Construction Co., Inc. for Cadillac & Wakeman Flood Improvements for a Total Amount Not to Exceed $3,737,142 and a 3% Contingency, be adopted. 

City Manager Dzugan stated in early 2022 staff had applied for a $500,000 grant through the county for the project which estimated construction costs at $2.3MM with the City's cost at $1.8MM. He stated with the current low bid at nearly $3.8MM, the City's cost is now $3.3MM with sufficient funds in the capital improvement fund to cover the additional expense.

7. Adopt Resolution R-2023-105, A Resolution Authorizing the Purchase of One (1) 2024 Chevrolet Tahoe Police Interceptor from Miles Chevrolet for a Total Amount Not to Exceed $54,097 Councilman Brown moved and Councilman Clousing seconded that R-2023-105, A Resolution Authorizing the Purchase of One (1) 2024ChevroletTahoe Police Interceptor from Miles Chevrolet for a Total Amount Not to Exceed $54,097, be adopted. 

City Manager Dzugan stated the resolution approves a bid waiver to purchase and replace a police SUV command vehicle with 117,000 miles on it. He stated due to ongoing delays with vehicle purchases, staff recommended purchasing the vehicle directly from a dealer offering the same bid pricing structure as past state contracts. 

In response to Councilman Barbier, Fleet Superintendent Webb stated the SUV is expected to be delivered in mid-2024.

8. Receive Planning and Zoning Board Report Re: ZA #23-19/ Special Use Permit/ 1401 S. Naperville Road/ Bethel Presbyterian Church 

Councilman Clousing moved and Councilman Barbier seconded that Planning and Zoning Board Report ZA #23-19/Special Use Permit/ 1401 S. Naperville Road/ Bethel Presbyterian Church, be received. 

City Manager Dzugan stated the Planning and Zoning Board recommended approval of the special use permit to allow for the construction of a new 1,350 square foot entrance vestibule.

Naperville Road - Bethel Orthodox Presbyterian Church 

Councilman Barbier moved and Councilwoman Bray-Parker seconded that 0-2023-49, An Ordinance Granting a Special Use Permit to Allow the Construction and Use of a New 1,350 Square Foot Entrance Vestibule Addition to the Existing Bethel Orthodox Presbyterian Church Building All on a Certain Piece of Property Commonly Known as 1401 S. Naperville Road - Bethel Orthodox Presbyterian Church, be passed.

9. First Reading of An Ordinance Levying Taxes for General and Special Corporate Purposes for the Fiscal Year Beginning January 1, 2024 and Ending December 31, 2024 for the City of Wheaton, lllinois 

10. First Reading of An Ordinance for the Levy and Assessment of Taxes for the Fiscal Year Beginning January 1, 2024 and Ending December 31, 2024 In and for the City of Wheaton Special Service Area Number Three 

City Manager Dzugan detailed Special Service Area #3 provides maintenance of open spaces within the Streams Subdivision. 

11. First Reading of An Ordinance for the Levy and Assessment of Taxes for the Fiscal Year Beginning January 1, 2024 and Ending December 31, 2024 In and For the City of Wheaton Special Service Area Number Eight 

City Manager Dzugan detailed Special Service Area #8 funds the Downtown Wheaton Association expenditures and operating expenses in the Downtown area and was discussed at the November 27, 2023, City Council Truth in Taxation Public hlearing. 

12. Council Comment 

Councilwoman Bray-Parker thanked the Wheaton Lions Club and Wheaton Park District for hosting a successful 2023 Reindeer Run. 

13. Approval of Warrant 

Councilman Barbier moved and Councilwoman Bray-Parker seconded that Warrant No. 861 in the amount of $718,462.70 be approved.
