City of Wheaton City Council met Jan. 16.

Here are the minutes provided by the council:

1. Call to Order and Roll Call 

The regular Wheaton City Council Meeting was called to order at 7:01 p.m. by Mayor Philip J. Suess. Upon roll call, the following were:

2. Report of the City Manager 

City Manager Dzugan expressed gratitude to the City's Public Works Department for their efforts in managing conditions resulting from recent snow and ice storms. 

3. Presentation 

Mayor Suess presided over the swearing-in ceremony for Timothy A. Green, Police Sergeant, preceded by remarks from Princeton Youker, Chief of Police. 

4. Citizens to be Heard 

None. 

5. Consent Agenda

Councilman Barbier moved and Councilwoman Bray-Parker seconded that the following action be taken on the Consent Agenda items: 

1. Approve the minutes of Wheaton City Council Regular Meeting - December 18, 2023, as submitted. 

2. Adopt Resolution R-2024-01, A Resolution Authorizing the Purchase of One (1) 2024 Chevrolet Equinox SUV from Miles Chevrolet in Accordance with the Northwest Municipal Conference Suburban Purchasing Cooperative for a Total Amount Not to Exceed $29,229.

6. Approve Reappointment to City Commission 

Mayor Suess moved and Councilwoman Bray-Parker seconded that Laura Peccarelli be reappointed to the Community Relations Commission for a three-year term through January 16, 2027.

7. Adopt Resolution R-2024-02, A Resolution Approving Amended By-Laws for the Downtown Wheaton Association, Inc. 

Councilwoman Robbins moved and Councilman Clousing seconded that R-2024-02, A Resolution Approving Amended By-Laws for the Downtown Wheaton Association, Inc., be adopted. 

City Manager Dzugan stated the by-laws contain amendments for clarity and brevity which have been reviewed by staff and the City Attorney.

8. Adopt Resolution R-2024-03, A Resolution Authorizing the Purchase of Two (2) 2024 Ford Transit Vans from Currie Motors in Accordance with the Northwest Municipal Conference Suburban Purchasing Cooperative for a Total Amount Not to Exceed $92,694 

Councilman Brown moved and Councilman Weller seconded that R-2024-03, A Resolution Authorizing the Purchase of Two (2) 2024 Ford Transit Vans from Currie Motors in Accordance with the Northwest Municipal Conference Suburban Purchasing Cooperative for a Total Amount Not to Exceed $92,694, be adopted. 

City Manager Dzugan stated the two vans will replace units used by Fleet Services and the Police Department Community Service Officers which require replacement.

9. Adopt Resolution R-2024-04, A Resolution Authorizing the Execution of Agreement No. 433 with Webster, McGrath & Ahlberg, LTD. for Professional Engineering Services for the 2024 New Sidewalk Program for a Total Amount Not to Exceed $71,500 

Councilwoman Robbins moved and Councilman Clousing seconded that R-2024-04, A Resolution Authorizing the Execution of Agreement No. 433 with Webster, McGrath & Ahlberg, LTD. for Professional Engineering Services for the 2024 New Sidewalk Program for a Total Amount Not to Exceed $71,500, be adopted.

City Manager Dzugan stated ten proposals were received for professional engineering services to design the 2024 New Sidewalk Program for sidewalks to be constructed in August or September. 

Assistant City Manager Duguay confirmed to Councilman Barbier that the firm has worked on previous sidewalks for the City. 

In response to Councilwoman Bray-Parker, Assistant City Manager Duguay stated that Engineering Staff and Project Engineer Sonia Zala plan to actively communicate with residents regarding the installation of sidewalks. He detailed that there will be a 30-day period for comments from residents following resident notifications prior to sidewalk installation. 

Councilman Weller noted it was a pleasure to see a project come under budget with many bids. Roll Call Vote:

10. Adopt Resolution R-2024-05, A Resolution Authorizing the Purchase of Four (4) Sandbagger Model - II Sandbagging Machines from the Sandbagger LLC for a Total Amount Not to Exceed $88,740 Councilman Brown moved and Councilman Weller seconded that R-2024-05, A Resolution Authorizing the Purchase of Four (4) Sandbagger Model -II Sandbagging Machines from the Sandbagger LLC for a Total Amount Not to Exceed $88,740, be adopted. 

City Manager Dzugan stated the 4 automated sandbag fillers will allow staff to address flooding more effectively and efficiently as currently sandbags are filled by hand.

11. First Reading of An Ordinance Amending the Code of Ordinances of the City of Wheaton Chapter 70 (Traffic and Vehicles) and Motor Vehicle Schedules VI, VII, VIII, IX, X, and XI City Manager Dzugan stated part of the parking project was to update the City Code relating to various parking provisions. He complimented the Engineering Department's efforts and time spent reviewing the Code and ensured all physical street signs reflect the code accurately. 

12. First Reading of An Ordinance Amending Section B-3, Miscellaneous Administrative Fees, Appendix B, Fee Schedule, of the Wheaton City Code City Manager Dzugan stated the ordinance follows up two previous Planning Sessions amending Section B-3, Miscellaneous Administrative fees to increase parking fees. 

13. Council Comment 

Councilwoman Robbins expressed gratitude to City Staff for their hard work and time spent in operations resulting from the recent snowstorms. 

14. Approval ofWarrant 

Councilman Barbier moved and Councilman Brown seconded that Warrant No. 863 in the amount of $2,255,212.31, be approved.
