City of Wheaton Police Pension Fund Board of Trustees met Jan. 31.

A special meeting of the Wheaton Police Pension Fund Board of Trustees was held on Wednesday, January 31, 2024 at 5:00 p.m. at the Wheaton Police Department located at 900 W. Liberty Drive, Wheaton, Illinois 60187, pursuant to notice. 

CALL TO ORDER: Trustee Smith called the meeting to order at 5:09 p.m. 

ROLL CALL: 

PRESENT: Trustees Brett Mathieson, Angela Smith and Ben Belcaster

ABSENT: Trustees Don Wilson and Tim Bayee 

ALSO PRESENT: Attorney Rick Reimer, Reimer Dobrovolny & LaBardi PC; Elizabeth Adelmann (via teleconference), Lauterbach & Amen, LLP (L&A); Applicant Kamila Nawrot- Lucas, Court Reporter Linda Waliczek, Schelli Reporting Service, Ltd. 

PUBLIC COMMENT: There was no public comment. 

A motion was made by Trustee Belcaster and seconded by Trustee Smith to appoint Attorney Rick Reimer as the Hearing Officer for the Kamila Nawrot-Lucas hearing for application for non-duty disability benefits. Motion carried unanimously by voice vote. 

REVIEW/APPROVE - APPLICATION FOR NON-DUTY DISABILITY BENEFIT - KAMILA NAWROT-LUCAS: A hearing was held on the non-duty disability application of Kamila Nawrot-Lucas and Attorney Reimer admitted into evidence Board Exhibits 1-6 and the applicant declined to provide testimony in the matter. A court reporter was present, and a verbatim transcript was taken of the hearing. A motion was made by Trustee Mathieson and seconded by Trustee Belcaster to grant a non-duty disability benefit for a period of six-weeks to Kamila Nawrot-Lucas effective the first day Mrs. Nawrot-Lucas goes into unpaid status with the City of Wheaton, and the Board requests the applicant provide a status update from her doctor after the 6-week period, to confirm a return to work date. Motion carried by roll call vote.

AYES: Trustees Mathieson, Smith and Belcaster 

NAYS: None 

ABSENT: Trustees Wilson and Bayee 

A motion was made by Trustee Smith and seconded by Trustee Belcaster to authorize a verbatim transcript of the hearing. Motion carried by roll call vote. 

AYES: Trustees Mathieson, Smith and Belcaster

NAYS: None 

ABSENT: Trustees Wilson and Bayee 

A motion was made by Trustee Smith and seconded by Trustee Belcaster to adjourn the hearing at 5:22 p.m. Motion carried unanimously by voice vote. 

Mrs. Nawrot-Lucas left the meeting at 5:23 p.m. 

Attorney Reimer discussed the draft Administrative Rules and Regulations with the Board. Further discussion will be held at the next regular meeting. 

CLOSED SESSION, IF NEEDED: There was no need for closed session. 

ADJOURNMENT: A motion was made by Trustee Smith and seconded by Trustee Belcaster to adjourn the meeting at 5:44 p.m. Motion carried unanimously by voice vote.
