Illinois Policy Institute Proposes Solutions to Poverty Crisis at Congressional Hearing

CHICAGO (April 9, 2024) – Matt Paprocki, president of the Illinois Policy Institute, emphasized the importance of work in combating poverty during a field hearing by the U.S. House of Representatives Ways and Means Committee’s Subcommittee on Work and Welfare. Paprocki highlighted the need for effective strategies to uplift impoverished individuals and facilitate their access to meaningful employment.

Paprocki addressed the issue of poverty by advocating for specific solutions that could be implemented by Congress to make a significant impact. He stated, “Today’s poverty crisis isn’t just about food and housing insecurity – it’s a problem of hopelessness and despair. Meaningful work can fix both.” He further added, “It’s time to consider a new approach. Rather than spending on programs that too often end up ensnaring the people they aim to help, a better way is to embrace bi-partisan, effective solutions to reducing poverty, starting with a renewed emphasis on work.”

Among the poverty reduction strategies proposed by the Illinois Policy Institute were ending the benefits cliff, expanding tax credits for apprenticeships, and instituting work requirements with welfare benefits. Paprocki highlighted the success of past bipartisan reforms in increasing work participation and reducing dependence, emphasizing the positive impact of these measures.

Paprocki's testimony underscored the significance of meaningful work in restoring dignity and hope to individuals facing poverty. He urged lawmakers to prioritize policies that eliminate barriers to employment, emphasizing the importance of a renewed focus on work to address the root causes of poverty.
